The City of Kyle is poised to be the largest city in Hays County. With a continuous annual growth rate of 10%, their population has multiplied tenfold since the 2000 census from 5,000 citizens to just over 52,300. Kyle is strategically located on I-35, between two top performing cities in Texas. Just 7 miles south of Austin and 39 miles north of San Antonio, Kyle is in an enviable position along this booming corridor.
KYLE PUBLIC LIBRARY
Led by a full-time Director, the department is staffed with 14 employees, including an Assistant Director, two full-time librarians, a circulation supervisor, seven library assistants, and two part-time library clerks. The FY 23-24 annual budget for the department is $1.18 million.
The Kyle Public Library is currently working to obtain a bookmobile to extend services into the community. In addition to the bookmobile, the department is working to develop standardized policies and procedures, and staff continues to focus on its collection division and cataloging procedures. As Kyle grows, there is an appetite to create innovative programming, a new library facility, and other library offerings to complement Kyle’s other outstanding municipal services.
THE POSITION
Reporting to an Assistant City Manager, the Director of Library Services provides leadership and management of the Kyle Public Library and all associated programming and services. The next Director will be empowered to create a shared vision of library services for Kyle’s future and will enjoy broad support from city management. Key responsibilities for the role include directing the day-to-day operation, management, and administration of the Kyle Public Library; creating a work atmosphere that inspires team members to be creative, innovative, valued, and successful; planning and implementing long-range goals and improvements for the library; and developing and managing the annual operating budget for the library, ensuring compliance with the City’s financial policies and procedures.

SALARY AND BENEFITS
The salary range for the Director of Library Services is +/- $175,000, with placement in the range dependent on qualifications. In addition, an excellent executive benefits package is provided including

The City of Kyle is poised to be the largest city in Hays County. With a continuous annual growth rate of 10%, their population has multiplied tenfold since the 2000 census from 5,000 citizens to just over 52,300. Kyle is strategically located on I-35, between two top performing cities in Texas. Just 7 miles south of Austin and 39 miles north of San Antonio, Kyle is in an enviable position along this booming corridor.

Led by a full-time Director, the department is staffed with 14 employees, including an Assistant Director, two full-time librarians, a circulation supervisor, seven library assistants, and two part-time library clerks. The FY 23-24 annual budget for the department is $1.18 million.
The Kyle Public Library is currently working to obtain a bookmobile to extend services into the community. In addition to the bookmobile, the department is working to develop standardized policies and procedures, and staff continues to focus on its collection division and cataloging procedures. As Kyle grows, there is an appetite to create innovative programming, a new library facility, and other library offerings to complement Kyle’s other outstanding municipal services.
THE POSITION
Reporting to an Assistant City Manager, the Director of Library Services provides leadership and management of the Kyle Public Library and all associated programming and services. The next Director will be empowered to create a shared vision of library services for Kyle’s future and will enjoy broad support from city management. Key responsibilities for the role include directing the day-to-day operation, management, and administration of the Kyle Public Library; creating a work atmosphere that inspires team members to be creative, innovative, valued, and successful; planning and implementing long-range goals and improvements for the library; and developing and managing the annual operating budget for the library, ensuring compliance with the City’s financial policies and procedures.
The ideal candidate will have the ability to inspire and craft a shared vision along with the ability to execute change in a thoughtful and deliberate manner, building buy-in and excitement toward change; a continual dissatisfaction with the status quo, and an innovative spirit to create something better; and a proactive mindset with strong communication skills, along with a team orientation will assist the next Director in finding success.
SALARY AND BENEFITS
The salary range for the Director of Library Services is +/- $175,000, with placement in the range dependent on qualifications. In addition, an excellent executive benefits package is provided including
retirement provided by the Texas Municipal Retirement System (TMRS) with a 7% employee contribution and a 2:1 match by the City of Kyle; excellent insurance benefits including three health plan options, two dental plans, and vision coverage; vacation and sick leave, 13 paid holidays and 2 floating holidays; tuition reimbursement; auto allowance; and compensatory time for its salaried employees for hours worked in excess of the normal work week.

Department Information As the center of campus intellectual discovery, the Sacramento State University Library promotes teaching, learning, research, and scholarly communication at the University by integrating the Library with campus student success programs and instruction. One of twenty-three libraries in the California State University System, the Sacramento State Library holds over 1.4 million volumes, comprised of print and electronic monographs and serials, and is a Federal Document Depository. Minimum Qualifications In addition to Position Skill Level III requirements, work at this skill level typically requires the following range of skills: • Comprehensive and in-depth knowledge of library operations in assigned library unit(s) or department and its relation to overall library operations. • Comprehensive and in-depth knowledge of assigned unit’s or department’s principles, policies, practices and procedures and their relationship to overall library functions and other units, and the ability to apply this expertise and judgment to address unique problems. • Thorough knowledge of library collection itself, its organization, and classification schemes. • Comprehensive knowledge of external on-line databases, systems and resources and trends pertaining to assigned functional area, including expertise in searching strategies. • Comprehensive knowledge of institution’s and library’s policies and practices associated with ethical use of and access to library and on-line resources, as well as general knowledge of library bill of rights and code of ethics. • Comprehensive knowledge of national standards and resources pertaining to library operations, including the ability to source and interpret information from such resources. • Comprehensive knowledge of national and institutional standards pertaining to copyright and intellectual property protection and the ability to apply this knowledge to ensure full compliance with legal requirements. • Expertise in most aspects of the library’s automated and on-line catalog systems, including database maintenance functions. • Ability to participate in long range planning through the collection, organization, analysis, and interpretation of data and information. • In-depth and comprehensive knowledge of library accounting and budget policies and procedures, including the ability to collect, organize and analyze data to support planning and budgeting. • Comprehensive knowledge of all aspects of lead work direction and campus human resource and payroll policies and procedures. Required Qualifications EXPERIENCE 1. Experience with library operations in regard to the acquisition, receiving, expenditure, invoicing, and accounting for library materials. 2. Experience with accounting and budget procedures and the library materials allocation process in regards to managing vendor accounts and assisting with the budget process. 3. Experience with drafting documentation of procedures and providing training in elements of acquisitions work to other staff and student assistants. 4. Experience with long-range collections planning through the organization, analysis, and interpretation of data. 5. Experience in collecting, organizing, and analyzing data to support planning and budgeting. 6. Experience with reconciling multiple library materials accounts. 7. Demonstrated supervisory, project lead, or team lead experience. KNOWLEDGE / SKILLS / ABILITIES 8. Ability to use bibliographic, periodical, and vendor and commercial databases to search for records. 9. Ability to evaluate and interpret issues regarding acquisitions work and to offer recommendations. 10. Ability to coordinate and liaise with other CSU campuses to problem-solve and participate in developing CSU-wide best practices. 11. Strong communication skills to work successfully with library employees, campus personnel, and various vendors. 12. Demonstrated ability to meet deadlines and ensure regular workflows. 13. Demonstrated strong commitment to diversity, equity, and inclusion in higher education. 14. Evidence of strong interpersonal skills and the ability to work in a team environment. 15. Work requires attention to detail and strong organizational and problem solving skills. 16. Proficiency with Office 365 and the Internet. 17.
