About the Position:
The Portland Police Bureau's Records Division is seeking a highly skilled and detail-oriented individual to serve as the LEDS (Law Enforcement Data System) Representative and CJIS (Criminal Justice Information Services) Security Administrator. This position is critical in ensuring the security, accuracy, and efficiency of our law enforcement data systems and criminal justice information services. As th e Police Systems Coordinator , you will play a key role in administering and maintaining access to these vital systems for all members of the Police Bureau.

Law Enforcement Data System (LEDS): LEDS is a program organized within the Department of Oregon State Police. It provides a criminal justice telecommunications and information system for the State of Oregon, and is the control point for access to similar programs operated by other states and the Federal Government. The agency administrator of each agency with terminal access to LEDS must designate an agency LEDS Representative who shall be the primary contact for all matters relating to use of LEDS by the agency.

Criminal Justice Information Services (CJIS): The essential premise of the CJIS Security Policy is to provide appropriate controls to protect the full lifecycle of CJI, whether at rest or in transit. The CJIS Security Policy provides guidance for the creation, viewing, modification, transmission, dissemination, storage, and destruction of CJI. This Policy applies to every individual-contractor, private entity, noncriminal justice agency representative, or member of a criminal justice entity-with access to, or who operate in support of, criminal justice services and information.

As a Police Systems Coordinator , yo u will:

  • Systems Administration: Request the creation and termination of user accounts for all employees in the system . Accesses multiple data systems including WebLEDS , NexTEST , eAgent (LEDS2020).


  • Certification & Recertification Coordination : Notify users of upcoming recertification deadlines and provide guidance on recertification procedures. Monitor and ensure timely recertification of all users. Update training records in LEDS to reflect recertification dates.


  • LEDS Validations: Oversee the validation of all LEDS/NCIC entries, ensuring compliance with required timelines.


  • Training & Certification : Conduct LEDS certification classes for all new employees, update training records upon successful completion.


  • LEDS Representative: Serve as the subject matter expert on LEDS-related matters within the Bureau. Represent the Bureau in communications with IT, other agencies, and Oregon State Police/LEDS. Coordinate preparations and responses during LEDS audits. Provide LEDS-related information for internal investigations. Assist with resetting locked passwords.


  • Policy Enforcement & Maintenance: Monitor compliance with LEDS/NCIC policies and procedures. Develop and update interagency agreements as needed.


  • Administrative Support: Assist with administrative functions, including ordering supplies and managing special projects.


  • Other duties as assigned.

To Qualify

Applicants must specifically address in their supplemental question responses and resume how their education, training and/or experience, demonstrates each of the following minimum qualifications :
Advanced knowledge of LEDS, CJIS, and related criminal justice information systems , including experience as a subject matter expert on LEDS-related topics.
Ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines .
Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare concise and comprehensive reports, correspondence, and other documents.
Ability to work independently and manage multiple tasks simultaneously.
Experience creating training materials, conducting training sessions, and delivering presentations to various audiences.


Applicant must also possess :

  • Abi lity to p ass an in-depth background investigation.


  • Valid State Driver's license


  • Law Enforcement Data System (LEDS) and National Crime Information Center (NCIC) certified within 30 days of hire.


Preferred Qualifications:
  • Experience as a LEDS Representative /Terminal Agency Coordinator for a law enforcement or similar agency.

STEP 5: Contingent Offer of Employment: November 2024
