The Tulare County Public Health Branch under the Health & Human Services Agency (HHSA) is actively recruiting for a Supervising Therapist to join the California Children's Services program, particularly with the Medical Therapy Unit (MTU). This recruitment will establish an employment list to fill immediate and future vacancies throughout Tulare County's Public Health branch.

The MTU Program utilizes therapist staff to provide occupational and/or physical therapy services for neurologically and/or physically impaired clients from birth to 21 years of age. There are two MTU locations, Visalia and Porterville, and a satellite location in Tulare. The Supervising Therapist will be stationed in Visalia but may have to travel to other sites if necessary. The Supervising Therapist will provide lead supervision for and coordinate the work of therapists, therapist assistants, therapy aides, and office assistants and confer with the medical consultant and Public Health Manager (CCS Administrator) to ensure that the therapy program is effective. The selected candidate will also review and authorize requests for rehabilitation-related durable medical equipment and orthotics.

Typical Duties

Key Responsibilities
  • Plan, assign, coordinate and review the work of physical therapists and occupational therapists.
  • Assign patient load to staff therapists and self.
  • Confer and consult with physicians to interpret therapy prescribed, establish priority of treatments and vendor therapy services as needed.
  • Evaluate children's disabilities, review treatment program and patients' records, and re-evaluate through discussions with physicians and other professionals, children's conditions to determine effect of treatment.
  • Organize and manage medical therapy conferences and staff meetings.


Employment Standards

Candidates must meet the qualifications listed below by the application deadline .
  • Graduation from an accredited school of physical or occupational therapy.
  • Two (2) years as a physical therapist or occupational therapist evaluating and treating patients.
  • Possession of a valid certificate to practice as a Registered Physical Therapist or Occupational Therapist in the State of California.

Conditions of Employment
  • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.
  • If in a driving position candidates must be able to obtain and retain a valid California driver's license.

Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave : 12 set days and 1 personal holiday.

Vacation Accrual :
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation : A voluntary deferred compensation plan is available.
