The Position

The City Council has approved a 3.3% cost of living adjustment (COLA) for all eligible employees of the City of Portland for the fiscal year, effective from July 1, 2024. As a result, the salary for this position may increase due to the approved COLA.

Job Appointment: Regular, Full time
Work Schedule: Monday - Friday, 8am-5pm. Alternate schedule may be available.
Work Location: Hybrid. In-person work to be conducted at The Portland Building located at 1120 SW 5th Avenue or at a construction site in the Portland area. Remote work must be performed within Oregon or Washington. For more information, click here .

About the Position:
The City of Portland is hiring an Engineering Supervisor in the Portland Bureau of Transportation's (PBOT's) Civil Engineering and Drafting Division (CED). The Engineering Supervisor supervises staff, provides leadership, and participates in complex engineering projects and analyses related to the scoping, planning, design, and construction management of a variety of public works projects. This position will perform as project engineer-of-record on public works design and construction projects and will plan and direct the work of professional and technical staff, consultants and contractors. The Engineering Supervisor will provide oversight related to the scope, schedule and budget for transportation capital improvement projects. The Engineering Supervisor is also expected to perform and administer the most complex professional engineering work requiring a substantial level of professional training and experience, as well as providing mentoring to engineering, construction, and technical staff. In addition, the person appointed to this position will perform long term budgeting and capacity planning and workload leveling for CED, oversee consultant and contracting support, and may develop, implement, and maintain engineering standards, including standard specifications and standard drawings, for PBOT. Successful applicants shall bring demonstrated knowledge and experience in addressing civil engineering for multi-disciplinary projects, including alternative project delivery methods, Americans with Disabilities Act (ADA) requirements, be familiar with recent computer aided design and drafting (CADD) technologies and constructability approaches, be experienced in resolving construction and contractor matters, and hold a current Oregon Professional Engineer Certificate at the time of application submission. The Engineering Supervisor is a member of the CED Leadership Team and works with PBOT Project Managers to deliver capital improvement projects throughout the City.

Knowledge of engineering theory, principles, practices, materials, costs, construction techniques, current trends, regulations, standards and equipment applicable to civil engineering and transportation design and construction management. Ability to plan, assign, supervise and coordinate the work of professional, technical, and field subordinates.
