General Description and Classification Standards of Communications Manager, Senior

The purpose of this job is to effectively manage Public Relations within the City of Atlanta Department of Corrections. This manager reports to the Chief of Corrections or his or her designee. This manager is responsible for developing speeches, PowerPoint presentations and talking points on behalf of the department and other command staff; managing internal communications, managing the Atlanta City Detention Center’s website, assigning and producing content, serving as primary editor for various communications platforms, overseeing and editing internal and external communications produced by the Chief of Corrections or his or her designees. Assisting with the Career Development Unit to develop content for fliers, brochures, and social media advertising employment opportunities. Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program. The individual serves as a liaison between the agency, the media and the public to promote positive public relations, support, and education. Routine media inquiries will be promptly referred to the Senior Communications Manager. Command personnel will be responsible for promptly notifying the Chief and the Senior Communications Manager when any of the following events have occurred: Any major or newsworthy incident. Any incident involving the serious injury or death of a department employee, on or off duty. Any incident involving a member of the Department, on or off duty, in which serious injury or death occurs. Criminal indictment, or arrest (including traffic) or conviction of Department employees. Inmate disturbances, escapes, or bomb threats. Special events, and any other occurrence which generates or may generate interest by the media.

Strong organizational skills and ability to perform within deadlines and under pressure. Creative problem solver and self-starter with a desire to serve the public interest. A commitment to public service and a good sense of humor are desirable. Selects from multiple procedures and methods to accomplish tasks. Knowledge, Skills & Abilities:

Exceptional verbal and written communication skills as well as thorough knowledge of proofreading and editing techniques. The ability to write informative, concise articles and compelling, accurate talking points. Ability to effectively communicate and interact with management, other employees, contractors, and members of the general public. Ability to assemble information and make written reports and documents in a concise, clear manner. Ability to gather web analytics, oversee web trends and other material with efficiency and on deadline. Outstanding organizational, interpersonal and technical skills with attention to detail. Ability to be highly effective in a fast-paced environment and to lead and motivate a team to perform. Is knowledgeable and proficient with computers.

Minimum Qualifications:

Education and Experience - Bachelor's Degree in Public Relations, Journalism, Communications or experience in a related field. Preferred Education & Experience Minimum qualifications and previous experience as a copy editor for a newspaper, magazine or similar publication is a plus. In addition, design experience is preferred. The ability to use PowerPoint is preferred. Experience can be used in lieu of education.
