Full Time Accounting and Finance Project Management

Job Description

Basic Function
Assists in the development, management, and administration of Metro′s Transit Asset Management (TAM) projects, ensures projects are delivered on schedule and within budget, manages contractors performing condition assessments of Metro assets, and enters asset and condition data into Metro's Transit Asset Management Database for reporting to the Federal Transit Administration (FTA).

Example Of Duties
  • Assists in administering and managing TAM Projects, including aspects of engineering and construction, technical support, schedules, budget compliance, and agency reporting
  • Manages performance of contractors and consultants, including all aspects of regulatory compliance, contract compliance, performance measurement, scheduling, prioritization of work, budget development, monitoring, reporting, and customer service
  • Reviews, analyzes, and interprets contract specifications and scope of work documents to ensure contractor conformance with contract requirements, regulations, codes, policies, procedures, and plans
  • Reviews project submittals for compliance with contract requirements
  • Prepares Statement of Work (SOW) for new contracts
  • Develops new project specifications and requirements for review by supervisor
  • Reviews, analyzes, and interprets project budgets, schedules, and costs to ensure conformance with authorized scope, time, and dollar requirements
  • Reviews, analyzes, and monitors actual project performance related to budget, cost, and schedule management activities
  • Reviews contract documents and deliverables, prepares change notices, and negotiates change orders
  • Conducts progress meetings with contractors and members of the Metro project team to report on contract status and ensure project progress
  • Identifies problems and recommends resolutions to budget, cost, and schedule-related activities
  • Assists in preparing reports for management and the Board of Directors
  • Works closely with consultants to ensure compliance and consistency with agency, department, and project objectives
  • Enters asset condition data into Metro's Transit Asset Management Database
  • Coordinates activities/operations with other Metro staff and public agencies
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out
    May be required to perform other related job duties, such as field audits to verify contractor compliance with project requirements.


Requirements For Employment
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:

Education
  • Bachelor's Degree in Engineering, Construction Management, Business, or a related field; Master's Degree in a related field preferred

Experience
  • Six years of relevant experience or three years of relevant supervisory-level experience performing professional work in project management or construction management; some positions in this class may require specialized experience in area of assignment

Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Professional Engineer License preferred


Knowledge:
  • Theories, principles, and practices of project management, including construction management
  • Applicable local, state, and federal laws, rules, and regulations, including Transit Asset Management (TAM) rule (49 CFR part 625)
  • Engineering and construction concepts
  • Contract administration
  • Applicable business software applications, including project management software

Skills:
  • Overseeing the operations of a contractor performing complex and highly regulated maintenance activities
  • Recommending action plans, reporting on progress, reviewing and commenting on project documents, and responding to requests from executives and Board of Directors
  • Analyzing situations, identifying problems, and recommending solutions
  • Exercising sound judgment and creativity when making decisions
  • Communicating effectively orally and in writing
  • Interacting professionally with various levels of Metro employees, managing contractors, and outside representatives


Abilities:
  • Monitor multiple projects to ensure compliance with contract, including schedule and budget
  • Think and act independently
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Compile, analyze, and interpret complex data
  • Negotiate contract terms
  • Determine strategies to achieve goals
  • Prepare comprehensive reports and correspondence
  • Read, write, speak, and understand English
