Work Schedule: Monday - Friday, 8am-5pm. Alternate schedule may be available.

Work Location: This position has an exception to work primarily remote. However, there will be instances when it is necessary to come onsite for work. Position Summary
As the DevOps Lead for the City of Portland's Digital Services Program, you'll be at the helm of driving our digital service delivery towards greater efficiency and reliability through the adoption of DevOps best practices. This role is pivotal in fostering a bridge between software development and IT operations, nurturing a culture steeped in continuous improvement and operational excellence. Your expertise will guide the seamless integration and automation of key processes, ensuring the city's digital services are delivered flawlessly to both city employees and the public.

Key Responsibilities:
  • Automation Mastery: Design, develop, and oversee a comprehensive strategy for automating development and operational tasks, including but not limited to CI/CD pipelines, infrastructure as code, automated testing, and security integrations. Your goal will be to streamline operations, reduce manual interventions, and increase deployment reliability and speed.
  • Day-to-Day Operational Excellence: Take charge of daily operational tasks essential for maintaining the smooth running of our digital services. This includes routine system monitoring, troubleshooting, and responding to operational incidents. Ensure our services are always available, resilient, and scalable to meet the demands of the public and internal teams.
  • Collaborative Problem Solving: Work closely with software development, IT operations teams, and other stakeholders to solve complex technical challenges. Facilitate a collaborative environment that values communication and joint problem-solving, leveraging tools and practices that enhance team dynamics and productivity.
  • Security and Compliance Vigilance: Embed security practices into the development lifecycle and operational processes. Regularly assess our systems and applications for vulnerabilities, apply necessary patches, and conduct security audits to ensure compliance with relevant standards and regulations.
  • Monitoring and Alerting Framework: Implement and manage sophisticated monitoring tools and alerting systems to proactively detect and address system issues. Develop and maintain real-time dashboards that provide insights into system health, performance metrics, and operational status.
  • Leadership and Development: Lead the DevOps team by example, promoting a culture of technical excellence, continuous learning, and innovation. Mentor team members, encouraging them to explore new technologies, automate tasks, and adopt best practices in DevOps.
  • Vendor and Tool Management: Evaluate, select, and manage tools and vendors that support our DevOps practices. Ensure that our toolset remains cutting-edge and cost-effective, facilitating our goals for automation and operational efficiency.

To Qualify

The following minimum qualifications are required for this position:
Experience in DevOps, software development, or IT operations, with a proven track record in automation, CI/CD, and operational excellence. Knowledge of DevOps tools and practices (e.g., Jenkins, Git, Docker), cloud platforms (AWS, Azure, GCP), scripting (Python, Bash), and security fundamentals. Experience leading and mentoring teams in a technological environment, including utilizing strong project management skills.. Ability to exercise excellent communication skills, both verbally and in writing, including conveying complex technical ideas and processes to a variety of audiences. Applicants must also:
  • Pass a comprehensive police background investigation.


A typical way of obtaining the required knowledge, skills, and abilities is five (5) years of professional experience in DevOps, software development, or IT operations.
