Job Description and Duties POOL LIFEGUARD (SEASONAL) - SIERRA DISTRICT / ALPINE-MONO SECTOR / GROVER HOT SPRINGS STATE PARK Priority consideration will be given to any person receiving State public assistance under the CalWORKS program. Description The City of Laguna Beach Marine Safety Department is excited to announce that it is now accepting applications for the 2024 Seasonal Ocean Lifeguard Testing and Academy . The Position: Under general supervision, Ocean Lifeguards patrol beaches with the overall goal of providing protection to life, limb and property. Ocean Lifeguards guard an area of beach from an assigned station, patrol a section of the beach, participate in marine and other related emergencies, and make rescues and prevent marine accidents. IMPORTANT TESTING INFORMATION: Candidates must successfully pass a mandatory swim test at the Main Beach Lifeguard Tower. Testing will occur on the following dates: Saturday, March 30, 2024 - Applications MUST be submitted by Thursday, March 28, at 5:00 P.M. (PST) to participate. *Candidates who cannot attend dates listed above may request an individual swim test. Requests for a swim test MUST be made at least 5 days in advance and a completed job application and physical testing waiver must be submitted prior to testing. Swim tests are available Friday through Sunday between 11 A.M. and 1 P.M. All requests must be emailed to lifeguardswimtest@lagunabeachcity.net . If you are under the age of 18, your parent or legal guardian MUST sign the testing waiver. Candidate Orientation: Qualified applicants will be invited to Marine Safety Headquarters directly following the physical testing for a brief candidate orientation. Candidates should bring I-9 identification (e.g., government issued ID, social security card, passport, etc.). All documents must be originals. Seasonal Ocean Lifeguard Training Academy: Prior to placement in the position of Seasonal Ocean Lifeguard, a candidate must complete and successfully pass all components of the City of Laguna Beach Marine Safety Department 100 hour Seasonal Ocean Lifeguard Academy. There are three options for the Seasonal Ocean Lifeguard Academy. The Academy will be scheduled from 8:00 A.M. to 6:00 P.M. Candidates must choose one of the Academies listed below: Academy #1: Dec. 26 - 29 & Jan. 2 - 5 Academy #2: All weekends in April - April 6, 7, 13, 14, 20, 21, 27, 28 Academy #3: All weekends in May - May. 4, 5, 11, 12, 18, 19, 25, 26 During the Seasonal Ocean Lifeguard Academy, Trainees will be paid minimum wage at $16.00 per hour. Completion of the Seasonal Ocean Lifeguard Academy does not guarantee placement in the Seasonal Ocean Lifeguard position, nor does it imply continued employment. Final Selection/Pre-Placement: The appointing authority will review the job-related qualifications of those deemed eligible for hire before making selection decisions. Candidates will be hired based on department need and in order of academy finish. Prior to becoming an Ocean Lifeguard I, candidates will be required to pass a background check and fingerprint check with the Department of Justice. Candidates who are selected for placement in a Seasonal Ocean Lifeguard position must compete and pass a pre-placement physical, which includes a drug test. A typical combination is as follows: A qualified applicant must be at least 16 years of age as of June 10, 2024. Education : Graduation from high school or equivalent is required if over the age of 18. Experience : Successful completion of the City of Laguna Beach Marine Safety Tryouts, and subsequent successful completion of the City of Laguna Beach Seasonal Ocean Lifeguard Academy is required. Overtime/Compensatory Time: All unit employees shall be compensated at a rate of time and one-half for all hours worked in excess of forty (40) hours per workweek. Recurrent Hourly Lifeguards may request compensatory time off subject to approval by the appointing authority. They may accumulate a maximum of eight (8) hours of compensatory time at the employee’s option. An additional sixteen (16) hours of compensatory time may accumulate with management approval. Use of compensatory time is subject to management approval on a request-by-request basis. Special Pay: All unit employees shall receive a pay advance of two pay steps and 5% of their base pay for obtaining their Emergency Medical Technician (EMT) certification. Equipment Allowance: Effective the pay period that includes July 1 of each year all unit employees shall be paid an amount of $250.00 for necessary, self-procured equipment, including sunglasses, mask, snorkel, fins, binoculars, and a jacket. Retirement: The City shall deduct 3.75% of the gross pay from eligible unit employees’ bi-weekly paychecks and contribute such amount to the Public Agency Retirement System (“PARS”) accounts of all said eligible “Seasonal Ocean Lifeguards,” or to another qualified retirement program that has been agreed upon by the parties and is applicable to “Seasonal Ocean Lifeguards.” Additionally, the City shall contribute the equivalent of 3.75% of unit employees’ gross pay into eligible unit employees’ PARS accounts. Part-time unit members who qualify for medical coverage under the Affordable Care Act will be offered access to the City’s HMO plan. Eligible employees who elect coverage under the City’s plan shall pay the entire premium amount, with no contribution from the City. Flexible Spending Plan for Recurrent Hourly Lifeguards: Each January, the City will deposit a lump sum amount of five hundred dollars ($500) into a flexible spending plan for each Recurrent Hourly Lifeguard to use for eligible IRS 125 expenses (medical, prescription, dental, vision). Skin Cancer Screenings: Annual skin cancer screening examinations shall be provided to all unit employees at a facility selected by City. Unit employees who are screened off duty will be paid one (1) hour of compensation. Sick Leave: Effective July 1 of each year, employees are granted 3 days or 24 hours, whichever is greater. In October of each year, employees will be granted one additional sick day or 8 hours of sick leave, whichever is greater, above the statutory paid sick leave. The Position: Under general supervision, Ocean Lifeguards patrol beaches with the overall goal of providing protection to life, limb and property. Ocean Lifeguards guard an area of beach from an assigned station, patrol a section of the beach, participate in marine and other related emergencies, and make rescues and prevent marine accidents. IMPORTANT TESTING INFORMATION: Candidates must successfully pass a mandatory swim test at the Main Beach Lifeguard Tower. LAGUNA BEACH MARINE SAFETY ASSOCIATION (LBMSA) Pay Plan: The basic pay ranges are composed of eight (8) steps. Overtime/Compensatory Time: All unit employees shall be compensated at a rate of time and one-half for all hours worked in excess of forty (40) hours per workweek. Recurrent Hourly Lifeguards may request compensatory time off subject to approval by the appointing authority. They may accumulate a maximum of eight (8) hours of compensatory time at the employee’s option. An additional sixteen (16) hours of compensatory time may accumulate with management approval. Use of compensatory time is subject to management approval on a request-by-request basis. Special Pay: All unit employees shall receive a pay advance of two pay steps and 5% of their base pay for obtaining their Emergency Medical Technician (EMT) certification. Equipment Allowance: Effective the pay period that includes July 1 of each year all unit employees shall be paid an amount of $250.00 for necessary, self-procured equipment, including sunglasses, mask, snorkel, fins, binoculars, and a jacket. Retirement: The City shall deduct 3.75% of the gross pay from eligible unit employees’ bi-weekly paychecks and contribute such amount to the Public Agency Retirement System (“PARS”) accounts of all said eligible “Seasonal Ocean Lifeguards,” or to another qualified retirement program that has been agreed upon by the parties and is applicable to “Seasonal Ocean Lifeguards.” Additionally, the City shall contribute the equivalent of 3.75% of unit employees’ gross pay into eligible unit employees’ PARS accounts. THIS IS A SEASONAL POSITION Lifeguard II Salary: $16.00 General Description: • For the duration of a seven week camp, this position will monitor swimmers at indoor City pools, maintain strict observance to safety rules and procedures; preform rescues for distressed swimmers using rescue techniques and equipment; teach Learn to Swim and track progress for youth and seniors. Supervision Received • Works under direct supervision and follows standardized procedures along with verbal and written instructions to accomplish assigned tasks. Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. • Rescues distressed swimmers using rescue techniques and equipment in an indoor municipal pool setting. • Examines injured persons and administers first aid or CPR, if necessary. • Contacts emergency personnel in case of serious injury. • Patrols or monitors assigned area of indoor pool and ensures that all safety and health rules are being followed. • Teach Learn to Swim for youth and seniors using approved agency modules; track progression using resources provided • Completes and maintains records. • Maintains quality of pool water by testing chemical levels. • Facility maintenance including but not limited to: cleaning restroom toilets, sinks, urinals, showers, floors, office areas, pool deck, entrances and walkways. • Warns swimmers of inclement weather, unsafe areas or safety infractions. • Assist with Camp Best Friends operations outside of pool as requested • Inspects safety equipment e.g. Life rings, extension poles, emergency stretchers or accessories, emergency medical kits, personnel lifts to ensure that all are in good working order. • Report deficiencies deemed unsafe for pool operations and/or that may cause harm to patrons Decision Making • Follows standardized procedures and written instructions to accomplish assigned tasks. Leadership Provided • May oversee less experienced lifeguards. Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list. • Knowledge of all rules, regulations and laws governing pool operations. • Basic knowledge of chemistry related to pool maintenance. • Knowledge of water sports e.g. water polo, etc. • Competent swimming skills, strength and stamina to perform tasks of lifeguard. • Skills necessary to attain a Lifeguard certification. • Skills necessary to attain a CPR/First Aid certification. • Skills necessary to attain a Water safety training. • Ability to provide group leader support over less experienced lifeguards. • Ability to plan, organize and prioritize assignments and work activities. • Ability to compile, prepare and maintain assortment of reports and records. Minimum Qualifications - Education and Experience • 1-2 years of lifeguard experience or 3 summers. • Must pass background checks for criminal and child protective findings. • Must pass a drug screening. Preferred Education & Experience • High school diploma or General Equivalency Diploma (GED) with 2-3 years of lifeguard experience • Water Safety Instructor Certification Licensures and Certifications The following certifications are required: • First Aid/CPR • Lifeguard certification Essential Capabilities and Work Environment Required physical, lifting, and sensory capabilities are requirements to perform the job successfully.
