Job Description

The Job

In-Home Supportive Services (IHSS) Public Authority is recruiting for Staff Analyst II (Contract) who conducts research and analytical studies involving the operations and programs of the organization served; makes recommendations for development, implementation or improvement to programs or operations which may result in new or revised policies, procedures, systems, or programs.

Duties may include, but are not limited to, the following:

1. Plans and coordinates studies of administrative and operational activities including fiscal operations, budget preparation and control, equipment usage, staff patterns, work flow, space utilization, affirmative action and training plans; develops reports and recommendations for appropriate action based on an analysis of gathered data.
2. Analyzes and makes recommendations in the development of various budgets and fiscal procedures; justifies and presents less complex budgets; controls departmental purchases and expenditures; reviews financial data on an on going basis to ensure conformance with established guidelines; recommends and establishes general fiscal procedures to improve department operations based on cost/benefit studies.
3. Recommends and establishes contract forms and procedures; develops and processes bid proposals and agreements, interprets contract terms and monitors adherence to same; recommends solutions to contractual problems.
4. Researches methods necessary for specific grant proposals; prepares grant applications and subsequent follow-up; recommends and monitors procedures for grant implementation.
5. Develops and recommends various policies and procedures upon request; develops written procedures to implement adopted policy or to clarify and describe standard practices; designs or improves forms to expedite procedures and coordinates the publication and dissemination of same.
6. Develops departmental training plans; coordinates organizational staff development needs and county requirements; administers training budget.
7. Participates in various meetings and presents requested and independently gathered data to assist management in making administrative and operational decisions.
8. May supervise a small staff; assigns and evaluates their work.
9. Reviews present and pending legislation to determine effect on departmental organizations and presents recommendations in verbal or written form.
10. Prepares a variety of reports, records, correspondence and other documents.
11. Ability to communicate clearly, concisely and effectively, both orally and in writing.
12. Represents the department throughout the county. Conduct presentations before various internal and external stakeholders.
13. Provides vacation and temporary relief as required.

Current vacancy exists in San Bernardino; candidates may be considered for other locations if additional vacancies become available.

NOTE: These are contract positions for the Public Authority. Incumbents will not attain status as County employees.

THE DEPARTMENT

The Public Authority is a governmental entity established by State law to work in conjunction with San Bernardino County's IHSS Program. The IHSS Program helps eligible low-income Seniors and persons with disabilities to remain independent by making funding available for them to employ a home care provider. The Public Authority is responsible for establishing and maintaining a registry of providers and for county-wide service that recruits, screens, matches, and refers registered home care providers to eligible IHSS recipients. CONDITIONS OF EMPLOYMENT

Travel: Must be able to travel occasionally to different locations throughout the County. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.
Background: The applicant must clear a DOJ background for Criminal Offender Record Information (CORI) access within 3 months of hire date or will be terminated.

Minimum Requirements

OPTION 1 :
Education:
A completed Bachelor's degree in public/business administration, behavioral/social science, accounting/finance or other relevant field of study. (This information should be clearly indicated in the Education section of the Application.)

-AND-

Experience: Two (2) years of full-time equivalent professional level administrative experience ( duties equivalent to a County of San Bernardino Staff Analyst class , see job description) performing analytical duties as a primary job function in at least two of the following areas: budget/financial management, requests for proposal (RFP), contracts or grants management, organizational/operational/personnel activities, or facilities and capital improvement planning . (Analysis experience should be clearly detailed in the Work Experience section of the Application.)


Education Substitution:
A completed Associate's degree from an accredited college or university in a qualifying field of study as stated above AND Two (2) years of experience supporting management or professional level administrative services staff in any of the following areas: analytical studies, organizational operations, staffing projections and related budgeting, fiscal/budget analysis, data analysis, statistical analysis, accounting, economics or other closely related duties.

Important Note: Two (2) years of experience supporting management or professional-level administrative services staff is a substitution for those applicants who do not possess a Bachelor's degree. Therefore, if you are applying under this substitution option, you must also possess the two (2) years of professional-level administrative experience as required above.

OPTION 2 :
Education: A completed Bachelor's degree in public/business administration, behavioral/social science, accounting/finance or other relevant field of study. (This information should be clearly indicated in the Education section of the Application.)

Experience: One (1) year of experience as a
Staff Analyst II Trainee in San Bernardino County.

Education Substitution: A completed Associate's degree from an accredited college or university in a qualifying field of study as stated above AND two (2) years of experience supporting management or professional-level administrative services staff (County of San Bernardino Staff Analyst or higher level classifications) in any of the following areas: analytical studies, organizational operations, staffing projections and related budgeting, fiscal/budget analysis, data analysis, statistical analysis, accounting, economics or other closely related duties.


Important Note: Two (2) years of experience supporting management or professional-level administrative services staff is a substitution for those applicants who do not possess a Bachelor's degree. Therefore, if you are applying under this substitution option, you must also possess the eighteen (18) months of experience supporting management or professional-level administrative staff as required above for a total of forty-two (42) months of experience.



Note:
Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

Note : General office/clerical, retail sales, eligibility worker, employment services, child support services and other similar experience is not considered qualifying.

Desired Qualifications

Experience in a California Public Human Services Program (i.e., Public Authority, Transitional Assistance, Children and Family Services, Aging and Adult Services, Child Support, or Preschool Services) is highly desirable.
