This very responsible position plans, directs, and supervises the Human Resources operations and activities for the Sheriff's Office and performs directly related work as required.

A certified typing score of at least 40 CWPM, taken within the last six (6) months, must be submitted with application. Candidates who are selected will participate in a writing exercise. Valid SC driver's license is required.

HIRING HOURLY RANGE: $33.74 - $37.32

Duties and Responsibilities

  • manages and oversees the Human Resources functions of the Sheriff's Office, including hiring, termination, discipline, appraisal process, merit, longevity, promotions, demotions, training, health benefits, FMLA, salary exceptions, lawsuits, workers' compensation and other related issues.
  • supervises and directs activities of the employment process for all applicants seeking employment to ensure compliance with all applicable laws and Sheriff's Office procedures.
  • reviews and renders decision regarding confidential files of each applicant, including results of polygraph, psychological testing, criminal/credit history, reading comprehension and vocabulary test, and related processes.
  • conducts exit interviews of employees leaving the Sheriff's Office and apprises supervisors of issues of concerns.
  • prepares reports regarding employee and applicant status.
  • assists in preparation of the Sheriff's Office annual personnel budget and process and makes recommendations regarding budget matters and concerns.
  • oversees the annual open enrollment process and provides assistance to employees regarding employee benefits, annual leave, sick leave, family medical leave, time keeping and other personnel policies and procedures.
  • manages all data relative to employees and their positions for the purposes of internal and external report generation.
  • prepares and analyzes personnel reports including retention/turnover report and EEOC report.
  • participates in all aspects of personnel administration with assigned employees, including providing leadership, hiring, termination, grievance procedures, and coordinating employee training and demonstrating how to complete office tasks and procedures.
  • provides technical advice on fair employment laws and regulations.
  • acts as liaison between Sheriff's Office and County Human Resources Department, Safety & Risk Management, Finance, and medical providers.
  • keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • attends meetings, conferences, workshops and training sessions and reviews materials to become and remain current on the principles, practices and new developments in assigned work areas.
  • communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • performs other directly related duties consistent with the role and function of the classification.
  • may be designated to report to work during hazardous weather or emergency conditions.


Minimum Qualifications

This position requires significant attention to detail, a high degree of accuracy and discretion in the handling and dissemination of confidential and sensitive information for over 800 employees. Ability to provide effective leadership, motivation, and supervision to subordinate and related support personnel is required. Must have a comprehensive knowledge of human resources issues and policies. Position requires U.S citizenship, High School diploma or GED, with an Associate's Degree preferred; and 5 years or more of experience as an Administrative Specialist, Office Manager, or related position, preferably in a law enforcement office OR any equivalent combination of experience and training which provides the knowledge skills and abilities necessary to perform the work. Must be able to gain NCIC certification within 6 months of hire and Background Investigations for Public Safety Positions and EEO Investigator certifications within one year of hire.Closing Date/Time:
