Position Duties

The Parks, Recreation and Neighborhood Services Department is currently seeking to fill one (1) full-time Youth Outreach Specialist vacancy in the Community Services Division, Youth Intervention team. To learn more about our Youth Intervention programs, click here.

Salary range for this classification is: $71,387.12 - $86,748.48 annually.

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidate’ qualifications and experience.

Under general supervision, the Youth Outreach Specialist performs work of moderate difficulty coordinating a major youth services component of a human services program, such as youth employment, delinquency prevention and intervention and gang intervention, diversion, and mediation.

This position may be assigned to any of the following programs:
  • Clean Slate Tattoo Removal Program
  • Female Intervention Team (FIT)
  • Late Night Gym Program
  • Safe Schools Campus Initiative (SSCI)
  • San Jose Works Youth Jobs Initiative

The Youth Outreach Specialist’s typical duties include, but are not limited to, the following:

  • Coordinates and directs a major component of a citywide youth services program.
  • Develops and disseminates information about programs and services and publicizes them through all forms of media.
  • Plans, organizes, and conducts outreach, intake, enrollment, and service delivery systems.
  • Determines service needs for program and staff training.
  • Develops and maintains client service records and administrative record-keeping systems.
  • Supervises and trains employees assigned to program.
  • Evaluates operations, services, and training as assigned, and makes recommendations for improvement in the efficiency and effectiveness of the service delivery program.
  • Assists in the development and implementation of a comprehensive training program for employees in the division.
  • Establishes and maintains a working relationship with law enforcement agencies.
  • May be required to provide bilingual translations, both orally and in writing.


Minimum Qualifications

Education

Completion of a Bachelor’s degree in Social Services or closely related degree.

Experience

Two (2) years of full-time equivalent experience in working with at-risk youth to provide intervention, diversion or employment services and programs.

Acceptable Substitutions

Additional years of full-time equivalent experience in working with at-risk youth to provide intervention and diversion services may be substituted for the education on a year-for-year basis for up to two years. There will be no substitute for the required two (2) years of experience in working with at-risk youth to provide intervention, diversion or employment services and programs.

Licenses/Certificates

Must possess a valid California Drivers License and may be required to obtain and maintain a Class B California Drivers License.

The ideal candidate will possess the following competencies, as demonstrated in past and current employment history.

  • Computer Skills - Experienced with common business computer applications including but not limited to: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel.

  • Conflict Management - Uses appropriate interpersonal styles and methods to reduce tension or conflict between two or more people, by presenting the facts, analysis, and conclusions or solutions that show command of content and perspectives and interests of the audience.

  • Decision Making - Identifies and understands issues, problems, and opportunities; uses effective approaches for choosing a course of action or developing appropriate solutions.

  • Initiative - Exhibits resourceful behaviors toward meeting job objectives; anticipates problems, is proactive, and avoids difficulties by planning ahead; displays willingness to assume extra responsibility and challenges; pursues continuing education opportunities that promotes job performance.

  • Supervision - Sets effective long and short-term goals based on a good understanding of management practices; establishes realistic priorities within available resources.

  • Teamwork and Interpersonal skills - Develop effective relationship with co-workers and supervisor by helping others to accomplish tasks and using collaboration and conflict resolution skills.

  • Communication Skills - Effectively conveys information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills; displays openness to other people’s ideas and thoughts.
