Position Duties

The total annual salary range for a Senior Accountant is $113,327.76 - $138,072.48.

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. Bargaining Unit: City Association of Management Personnel (CAMP).

The Environmental Services Department is currently seeking to fill one (1) full-time Senior Accountant vacancy in the fiscal and accounting team of the Administrative Services Division (ASD). The ASD team members gain satisfaction when facilitating trainings for ESD’s workforce; feel empowered when managing a full range of information technology data and services to over 500 employees; deliver quality customer service in utility billing; enjoy their contributions to the success of peers by hiring and promoting the right people for the right positions; and oversee the budget planning and fiscal management for a wide variety of special funds that support the important work ESDers to. Reporting to the Principal Accountant, this Senior Accountant is to support ongoing requirements for reporting and auditing of bond and commercial paper financing mechanisms used to support capital improvements at the San Jose-Santa Clara Regional Wastewater Facility (RWF) and the Municipal Water System.

Typical duties of this Senior Accountant position may include, but are not limited to:

  • Responsible for bond compliance reporting for external agencies; bond auditing operations, including new annual Single Financial Audit and Financial Statement production
  • RWF cash position accounting for the Tributary Agencies
  • Oversee Wastewater Revenue Note draw and debt service
  • Oversee future bond issuance operations, including the expected bond draw in 2025-2026
  • Oversee cash position of Municipal Water System funds (Water Utility Fund, Water Utility Capital Fund, and the Major Facilities Fund
  • Supervise an accounting team including an Accountant I/II, an Analyst I/II and/or other accounting clerical staff; also supervise other accounting staff as needed
  • Attend trainings with Government Finance Officers Association (GFOA) on annual generally accepted accounting principles/Governmental Accounting Standards Board (GAAP/GASB) updates
  • Accounting for fixed assets, debt service, accounts payable and accounts receivable
  • Participate in Year-end close and year-end financial audits
  • Cross-train with other Senior Accountants on other duties in the unit to provide coverage and build knowledge
  • Other ad hoc accounting assignments or modified assignments as needed


Minimum Qualifications

Education: Completion of a Bachelor’s Degree from an accredited college or university in Accounting, Business Administration, or related field, including at least 18 semester units in accounting subjects.

Experience: Four (4) years of experience at the working level of a professional accountant.
