About the Division

The Parking Division resides within Transportation and Parking Operations and provides a comprehensive range of services aimed at meeting the needs of businesses, downtown employees, visitors, convention, cultural and sports facilities, special
events, schools and residents. Services include:

  • Operations and maintenance of the City’s public parking facilities: eight garages and six surface lots totaling over 7,000 parking spaces, and 2,500 on-street metered parking spaces utilizing smart meter, and multi-space meter technologies.
  • Management of vendor contracts, including a Parking Operations vendor responsible for day-to-day management of off-street facilities and Security vendor responsible for parking facility security and parking enforcement field investigations.
  • Parking compliance activities supporting traffic safety, street cleanliness and maintenance activities, turnover of on-street spaces in business districts; and enhanced neighborhood quality-of-life through the removal of vehicles abandoned or stored in the public right-of-way.
  • Collection of fines from parking citations and oversight of administrative review process for contested citations.
  • Development and implementation of transportation and parking operation plans for a variety of special events, including provision of traffic control during events.
  • Staff support to the Downtown Parking Board. The Board is comprised of seven members appointed by the City Council and serves as a public forum for discussion of downtown parking issues.
  • The 24-25 fiscal year operating budget for the Parking Division’s services includes revenue projections of approximately $12 million from lots/garages and $3 millions from on-street meters. The Division is supported by nearly 90 employees, both professional staff that lead programs, implement projects, and perform analytical administrative work; and field staff that provides parking compliance and meter collections/repair services.


Position Duties

The Department of Transportation (DOT) is seeking to fill two (2) vacancies for Parking Manager I/II, with one leading on-street vehicle abatement and enforcement programs and one to lead the daily activities of the off-street parking lot/garage operations.

Salary range(s) for this classification is/are:
  • Parking Manager I: $131,083.68 - $159,650.40
  • Parking Manager II: $151,591.44 - $184,635.36
Actual salary shall be determined by the final candidates’ qualifications and experience. In addition to the starting salary.

On-Street Vehicle Abatement Parking Manager
The On-Street Vehicle Abatement Parking Manager is a new position within the Division and reports to the Parking and Downtown Operations Division Manager and will focus on, among other duties, managing the launch of the City’s program to address vehicle blight and cleanliness on streets throughout the City.

New Program Services Include:
  • Oversee launch of citywide enforcement of oversized/lived-in vehicles
  • Manage efforts to inventory oversized and lived-in vehicles parking on streets citywide
  • Analyze data and create site/location prioritization strategy
  • Manage internal and external outreach, including presentations to community stakeholders
  • Implement temporary and permanent parking restrictions, including tow-away zones
  • Manage enforcement, towing activities, enhanced cleaning and street-sweeping in established zones/areas
  • Track and report out on program status and outcomes
  • Manage interdepartmental relationships to ensure program success

Under direction, the On-Street Vehicle Abatement Parking Manager performs professional, analytical and administrative work of considerable difficulty in developing, implementing and managing parking programs and contracts that involve on-street parking enforcement operations.

The On-Street Vehicle Abatement Parking Manager position has one direct management report, a Parking and Ground Transportation Administrator, and nineteen (19) indirect reports including one (1) Parking and Traffic Control Supervisor, two (2) Sr. Parking and Traffic Control Officer’s (PTCO), and sixteen (16) PTCO’s.

Leading, managing and motivating a team of 19 staff members through goal setting, creating an innovative work environment, maximizing staff development and appropriately recognizing staff

  • Oversee day-to-day management of existing Parking Compliance Unit Vehicle Abatement Program
  • Act as City’s liaison and contact for Council office staff and constituents for all oversized and vehicle abatement concerns
  • Managing parking compliance and enforcement activities consistent with San Jose Municipal Code and California Vehicle Code
  • Analyzing on-street parking conditions and assisting in the establishment of appropriate parking controls
  • Managing program budget and fiscal activities
  • Providing staff support and working effectively with committees, boards, task forces, community groups, associations, and staff in other departments and agencies
  • Coordinating and assisting in the preparation of new parking ordinances and resolutions, requests for proposals (RFPs), agreements, and City Council memorandums related to on-street parking services
  • Analyze data to optimize the use and enforcement of on-street parking
  • Adept at political decision-making processes and City processes
  • Assist with program report outs to Council/Committees such as T&E


Off-Street Ops Parking Manager:
The Off-Street Parking Ops Manager reports to the Parking and Downtown Operations Division Manager and will focus on managing the day-to-day operations of eight (8) parking garages and six (6) surface lots with a total of approximately 7,300 parking spaces primarily in Downtown San José.

The Off-Street Parking Manager oversees a team of four (4) which include two (2) direct reports, one Parking and Ground Transportation Administrator and one Sr. Analyst.

The primary focus of this position is to manage and lead a team that works directly
with Downtown businesses and residences, community groups and associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator and City departments to deliver off-street parking services.

Under direction, the position performs professional, analytical and administrative work of
considerable difficulty in developing, implementing and managing agreements and
contracts that involve off-street parking operations. Projects currently underway
include major facade and elevator modernization improvements, analysis of the off
street parking security program, developing capacity and usage trends for each parking
Facility, administration and development of parking agreements to spur downtown development or office leasing activity.

The successful candidate for this position will be expected to achieve results, lead
continuous improvement efforts and ensure that the operations of the off-street parking
program are consistently managed and maintained to provide the highest level of
customer service, minimize program costs, and maximize cash flow to the City.

This position is responsible for leading and managing the Off-Street Parking Section in
the Department of Transportation. Principal areas of responsibility include the following:
  • Leading and managing off-street parking staff through the establishment of goals, creation of an innovative work environment, maximizing development opportunities and providing appropriate recognition.
  • Quantitative planning and analysis of Downtown San Jose parking supply and demand based on local market conditions and future developments.
  • Oversight and maintenance of parking facilities and parking guidance system.
  • Providing staff support and working effectively with advisory committees, boards, task forces, community groups, associations and staff in other departments and/or agencies.
  • Coordinating/assisting in preparation of new parking ordinances/resolutions, Requests for Proposals (RFPs), agreements, and City Council memorandums for Off-Street Parking Services.
  • Managing marketing agreements and implementing strategies to attract customers and participation in various current or future parking programs
  • Performing and analyzing results from semi-annual customer service survey for all parking facilities and tracking City Council approved Performance Measures and preparing Off-street parking operating budgets.
  • Representing Division Manager at meetings with internal and external stakeholders and other duties as assigned.


Minimum Qualifications

Parking Manager I

Education: Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Engineering, or a closely related field

Experience: Six (6) years of increasingly responsible professional analytical staff experience, including at least two (2) years of professional experience working in a public parking or municipal traffic/transportation program.

Parking Manager II

Education: Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Engineering, or a closely related field

Experience: Six (6) years of experience in the parking and/or transportation field, including at least two (2) years at the level of Parking Manager I.

Certifications: Certification as an Administrator of Public Parking (CAPP) by the International Parking Institute OR an advanced degree in Public Administration, Business Administration, or Transportation.

Parking Manager I and II

Licensing: Possession of a valid California Driver’s License.

Form 700 requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

Desirable Qualifications
  • Previous experience managing a municipal parking program
  • Knowledge and understanding of Federal, State and local laws, rules and regulations pertaining to parking and transportation policies and programs
  • Experience working within in a complex political environment and an understanding of political decision-making processes
  • Knowledge and understanding of advanced practices, trends and technologies within the transportation and parking industry
  • Effective communicator, capable of developing strong partnerships and working relationships with management, peers, staff, Council staff and community groups
  • Strong analytical, managerial and leadership skills
