About the Department

The Department of Transportation (DOT) has over 500 employees and a current year Operating and Capital Budget of $1.1billion. DOT is a customer-focused, goal-oriented organization responsible for services that provide for the safe and efficient movement of people by all travel modes. It plans and programs capital improvements for pedestrians, bicyclists , motorists, and transit users to meet the needs of residents and businesses; operates the City’s parking and traffic systems in a manner that is sensitive to community needs; and repairs and maintains the City’s assets in 2,500 miles of street right-of-way including a massive infrastructure of streets, sidewalks, landscaping , traffic devices, streetlights, sewers and storm drains.

About the Division

The Administrative Services Division within the Department of Transportation is comprised of a Capital Budget team (4 positions), Operating Budget team (4 positions), Dispatch ( 3 positions), Fiscal team (6 positions), and HR/Safety team (5 positions), as well as a Training Officer (Senior Analyst) and a Staff Specialist. This strategic support division provides support to the entire department to ensure timely hiring of staff, development and management of operating and capital budget programs, timekeeping , as well as managing internal processes to ensure compliance with citywide administrative policies such as HR policies, Fiscal management, contract management, safety policy, and customer service policies.

Position Duties

The Administrative Officer leads the DOT Strategic Support program (Administrative Services Division), providing management and direction to the Budget/Fiscal, HR, Safety, and Training activities in the department. The Administrative Officer position reports to the Assistant Director of Transportation and with five direct report staff and an overall team of 25 p eople . The Administrative Officer plays a critical role in delivering services of exceptional quality to the Department, the public, and other City staff . The position requires an individual who can provide a high level of leadership, vision, and strategic planning in the management of the DOT’s operating budget ($ 175M ) and capital improvement program ( 2025-2029 Traffic CIP $ 903.5M;Parking CIP $15.9M ), management of the consultant contract processes, fiscal processes, hiring processes, and customer service management for the Infrastructure Maintenance call center, as well as the management of various other administrative processes within the department.

DOT Senior Staff and departmental staff at all levels will turn to this position as a primary resource for fiscal information, advice, and direction on best practices and efficiency measures. This position also has considerable contact with the City Manager's Budget Office, the City Attorney's Office, and the Human Resources Department, and the Office of Employee Relations .

The Administrative Officer position requires excellent communication and interpersonal skills, strong analytical and critical thinking ability, a commitment to customer service, and the ability to simultaneously manage multiple projects and issues . Importa ntly, this person will be a departmental leader, expected to exemplify the values of the department and provide empathic leadership to their team . The ideal candidate will have significant budget and human resources experience and will be able to quickly assume a leadership role in achieving service delivery efficiencies and improvements in a limited resource environment. The Administrative Officer will be engaged in a long-term, strategic vision, but must be able to adjust quickly to issues in an ever-changing, dynamic business environment. The ideal candidate must be professional and respectful, work with integrity, and maintain the highest ethical and profess ional standards.

Education and Experience

Bachelor’s Degree in business administration , public administration, or a related field and six (6) years of increasingly responsible experience in business management and/or administration, including at least two (2) years of experience supervising professional staff.

Required Licensing

Possession of a valid State of California driver's license may be required for some assignments.
