Education and Experience: Bachelor's Degree or higher in Education, Educational Leadership, Human Resources, Business or Public Administration, Organizational Communication, or related field, and four (4) years of professional experience in human resources, business or public administration, including two (2) years of professional level experience in the areas of adult education, training, or employee development.

Licenses and Certificates: Valid Texas Class "C" Driver's license or equivalent from another state by time of appointment.

General Purpose

Under direction, plan, develop, and coordinate strategic initiatives to ensure that comprehensive training and performance management programs are developed and implemented. Provide expert human resources support and advice to departments.

Typical Duties

Develop, deliver, and monitor training and performance management programs and activities. Involves: Research, design, and implement performance and training programs. Implement internal training initiatives to align with the Utility's strategic goals. Support efforts in the development and improvement of training programs and initiatives. Organize, develop, or source training programs to meet specific needs, address any competency gaps, and support the organization's strategic priorities. Assess training needs and programs. Synchronize training and educational programs with local colleges, universities, and private institutions. Facilitate and implement learning through various delivery methods including classroom instruction, virtual training, and on-the-job coaching. Promote employee development programs and initiatives. Research the efficiency and effectiveness of training programs and initiatives in alignment with utility-wide initiatives. Evaluate the impact of existing organizational and operational training programs and other informal learning opportunities.

Manage and customize the Learning Management System (LMS) platform: Involves: Prepare, develop, and provide information and guidance on training and development programs and initiatives. Create and deploy an approach for the consistent delivery of presentations. Coordinate training programs, review presentations, and assemble data to create a database. Coordinate the development of the organizational and departmental level strategic training programs. Develop training need assessments, analyze results, define learning objectives, and identify delivery methods. Maintain LMS database, regularly compile, review, and process course enrollment data to ensure compliance with identified training.

Provide human resource support to the department: Involves: Analyze trends and metrics in partnership with the human resources team to develop solutions, programs, and policies. Consult with line management providing human resources guidance when appropriate. Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Provide performance management guidance to line management. Counsel employees and management on Human Resource policies and procedures.

Ensure employees’ assigned training aligns with the scope of their functions. Oversee employee licenses and certifications completed through the U tility as well as through outside sources. Approve outside training courses for employees and payment to vendors. Ensure mandatory human resources trainings are updated in accordance with federal and state law as well as Utility and City policies. Ensure training records meet department and regulatory compliance. Responsible for administration of Utility Tuition Assistance Program, Utility Incentive Program, New Employee Orientation, and Employee Awards Program.

Supervise and coordinate the daily work of support staff. Involves: Assign, schedule, and monitor work. Appraise employee performance. Provide staff training and development. Counsel, motivate, and maintain harmony. Identify and resolve staff differences, conflicts, and deficiencies. Enforce personnel rules, regulations, and work behavior standards firmly and impartially. Apprise supervisor of ongoing incidents and advise of potentially serious situations. Perform duties of co-workers or subordinates to ensure continuity of operations during absences.
