Education and Experience: Bachelor's Degree or higher in Business, Public Administration or related field, and four (4) years of professional real property management experience including right-of-way acquisition, lease management and property appraisal review, including two (2) years in a supervisory capacity.

Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.

General Purpose

Under general direction, assist, oversee, manage and direct real estate functions for El Paso Water (EPW) - Land and Management Division including property acquisitions, land sales, land leases and land use.

Typical Duties

Assist, oversee and coordinate real estate functions. Involves: Oversee real properties for EPW, including acquisitions of land, easements, rights-of-way, and right of entries, for the construction of water, wastewater, and stormwater infrastructure. Provide alternate water resources, such as land acquisition for wells and for water rights. Acquire irrigation water rights through lease assignment contracts with property owners. Process the sale of surplus land inexpedient to the El Paso Water system. Lease available EPW land parcels to maximize revenue. Inspect properties for lease violations and follow up on corrective action. Inspect rental property and order any necessary repairs or maintenance. Monitor rent and calculate rental adjustments. Initiate default proceedings. Manage property improvements and coordinate land matters with local, state, and federal agencies.

Plan, organize, direct, analyze and review continuous process improvements to include the development and implementation of policies and procedures. Involves: Review existing systems and recommend solutions to maximize EPW’s water resources, wastewater, and stormwater land portfolio. Oversee the management of and provide direction and guidance related to all real estate transactions. Work with the Utility Land & Water Rights Manager to create and implement a workflow to allow for continued communication throughout various internal departmental processes. Oversee the management of the Capital Improvement Projects related to land acquisitions and the Operating & Management Budget. Respond and resolve complex customer inquiries and concerns in accordance with established rules and regulations. Reorganize strategy and determine land that can be preserved for open space. Develop a strategy to do archeological clearances. Perform other duties as assigned.

Represent the department and provide technical support, information and guidance on real property issues. Involves: Respond to requests for information on sale of EPW land holdings, purchases of land, lease agreements, land use and related policies and procedures. Prepare comprehensive documents on land acquisitions, selling recommendations, lease agreements and special reports. Prepare and present information and materials for the Public Service Board and City Council, management meetings, the public and other organizations. Prepare and make presentations in marketing efforts.

Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Management of workflow, work product and work distribution to ensure projects are completed in a timely manner. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
