A Sr. Zoning Plans Examiner position is available with the City of Fort Worth Development Services Department. The PRIMARY purpose of this position is to assist with reviewing plans for compliance with the Historic Preservation and Urban Design criteria.

A Sr. Zoning Plans Examiner is responsible for reviewing site plans, landscape plans, building elevations, and construction plans for signs to determine compliance with the zoning ordinance and to an extent the building and subdivision ordinance. On a daily basis, they communicate with builders and citizens regarding zoning ordinance regulations and plan submittal requirements. A Sr Zoning Plans Examiner must possess the ability to problem solve and utilize critical thinking skills while reviewing applications for Certificates of Appropriateness and building permits. Must ensure they maintain a professional attitude in working with our customers and internal staff. This position would be ideal for candidates who are interested in urban planning as it incorporates the entry-level skills needed to be proficient in that field of expertise.

Minimum Qualifications:
  • Associates Degree.
  • Four (4) years of experience in any of the following categories: preservation, urban design, form-based codes, city building inspection, plans examination, construction, landscape architecture, forestry or related field.

Preferred Qualifications:
  • Bachelor’s degree or Master’s degree from an accredited college or university with major course work in Planning, Urban Planning or Design, Public Administration, Urban Geography, or a related field.
  • AICP and/or CNU certifications.
  • Recent experience utilizing GIS to formulate maps and perform data analysis.
  • Knowledge of methods, principles, and practices of historic preservation, form-based codes, or urban infill development.
  • General construction principles and practices in assigned area of examination including building, electrical, plumbing and/or mechanical.
  • Pertinent Federal, State, and local laws, codes, and regulations applicable to historic preservation and urban design.
  • Development processes including but not limited to permitting processes, design standards and guidelines, and review process for design projects.
  • Strong communication skills, both verbal and writing, and the ability to work closely with clients.
  • Microsoft Office skills.
  • Fluency in speaking and writing in Spanish.

The Sr. Zoning Plans Examiner job responsibilities include:
  • Performs complex technical duties in reviewing, approving, and processing building applications in Historic, design, and form-based code districts.
  • Interprets regulations, laws and ordinances for purposes of plans examination.
  • Assumes review responsibility for larger and/or complex plans for conformity with the building and zoning codes and other applicable rules and regulations that may involve unusual difficulty due to project size or expedited completion.
  • Exceptional customer service when assisting our customers via email, phone calls or Webex in assisting with plan submittal requirements, and potential or current zoning compliance issues.
  • Interpreting and applying the Zoning and Sign Ordinances for purposes of plans examination within established departmental guidelines.
  • Providing assistance with site plans, application submittals, calculations, and interpreting the Zoning Ordinance to building contractors, architects, engineers, staff and the general public.
  • Time management and performance skills; must prioritize and manage time effectively to meet or exceed departmental expectations while working a hybrid schedule of in the office and remotely. Create processes and timelines for getting tasks done to ensure completion of all assigned tasks.
  • The capacity to make informed decisions independently, self-mange and self-motivate to succeed.
  • The ability to work closely and assist co-workers when needed, to ensure that our team is successful in meeting its goals.
  • Entering all plans examination and application data into computer system. Updating and retrieving data to determine status of application and issues permits.

Working Conditions

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking, repetitive motions, climbing, balancing, pushing, pulling and lifting.

Physical Demand

Light Work - Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work, may also include lifting and carrying large plan rolls/sets.
