SUMMARY OF DUTIES This position is responsible for leading the operation, maintenance, and troubleshooting of supervisory control and data acquisition (SCADA) and distributed control systems (DCS) with the watershed department. The various DWM Water Treatment & Reclamation plants have SCADA and DCS environments. The team that supports these environments (includes the PLC level and above, not instrumentation) is generally referred to as the SCADA team, which organizationally resides under the IT office known as the Office of Information Management.

Description for Internal Candidates

MAJOR DUTIES AND RESPONSIBILITIES

This is a senior position still within the 1st tier (Break/Fix) of or troubleshooting and repairing issues, including complex issues, within the SCADA/DCS environments with minimal supervision and before determining that the 2nd and highest tier of support, Process Control Engineer or Network Engineer is needed. This position will provide guidance and training to SCADA/DCS Technician I. This position must be available for 24/7 on-call coverage and will rotate each week amongst 3 to 4 employees.

This role is for promotional opportunity, internal recruitment only, once requirements have been met.

• Leads the installation, reception, and configuration of servers, networks, and equipment.

• Conducts continuous maintenance and upgrades to the SCADA and DCS systems.

• Coordinates with Security and Network team to ensure successful project delivery

• Stays abreast of emerging technologies, trends, and best practices in SCADA and DCS systems.

• Monitors system performance and data communication

• Trains and/or leads an entry SCADA/DCS Technician I position.

• Troubleshoots PLC circuit

• Sets up firewalls and implements measures to ensures security of the SCADA and DCS systems from cyber threats

• Troubleshoots equipment and software to repair and diagnose any malfunctions in the system.

• Troubleshoots, diagnoses, and resolves complex technical issues with SCADA and DCS systems

• Manages and maintains access to SCADA and DCS system management access ensuring only authorized personnel can access the systems

• Maintains documentation of all maintenance logs, testing, troubleshooting procedures and system configurations • Ensures compliance with all safety standards and practices.

Responsibilities for Internal Candidates

Knowledge, Skills, And Abilities

• Knowledge of Principles, methods, and techniques in the design and operation of SCADA and DCS system controllers and devices.

• Knowledge of networking and data communication protocols used in SCADA systems.

• Skilled in the following technologies: HMI - Human-Machine Interface, Programmable logic controller (PLC), Control systems, Transmitters, Logic Controllers, Pump Stations, Remote Terminal Units (RTUs), Switches, Wonderware, and Allen Bradley PLC

• Good problem-solving skills, with good attention to detail

• Good computer and software skills

• Ability to maintain effective working relationships with others.

• Communicate effectively, both verbally and in written instructions.

• Ability to read and interpret schematics and control system drawings.

• Ability to troubleshoot, diagnose and resolve a diverse range of SCADA and DCS systems hardware and software.

• Ability to develop and maintain system documentation.

• Ability to read and interpret plans, specifications, and manuals.

• Ability to understand, interpret, and apply all pertinent laws, codes, regulations, policies, and procedures, and standards relevant to work performed.

QUALIFICATIONS AND EDUCATION REQUIREMENTS

1. Associate degree, preferably a computer or industrial systems related field

2. 3 to 4 years of related work experience with SCADA and DCS systems in Water or Wastewater treatment

facilities.

3. Strong understanding of computer systems with the aptitude to learn about SCADA systems.

Special Requirements

• Ability to work flexible hours due to issues that could occur 24/7

• Ability to work within water treatment and reclamation environments.

• Ability to trouble-shoot technicians or assist engineering problems.

• Flexibility in work hours as depending on the issues, work may be needed through the night.
