The City of Atlanta’s Department of Human Resources (“DHR”) is seeking a hardworking and skilled HR professional who is highly experienced in Americans with Disabilities Act (“ADA”) leave administration to join its newly formed Compliance and Regulation team.

The ADA Manager, Medical Leave Division will be responsible for administering and processing all City-wide ADA accommodation requests.

The ADA Manager will:
  • Provide overall direction and support to ensure the goals of the City are being met;
  • Develop and train your team on all aspects of leave management;
  • Serve as the primary subject matter expert and the central point of contact for all ADA leave requests and escalations;
  • Monitor daily activities of requests to ensure desired productivity and service goals are met;
  • Administer case management for leave requests that require involved interpretation of eligibility;
  • Effectively interact with all City employees and possess excellent interpersonal, written and verbal communication skills

In addition to the duties listed above, this role:

  • Manages the leave administration process from the employee’s initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as ADA qualifying, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use.
  • Facilitates accommodation requests under the ADA.
  • Advises managers and employees on the interaction of the various leave entitlements and the ADA;
  • Interprets, administers and ensures compliance with federal and state laws and regulations, human resources policies and procedures;
  • Proposes, formulates and implements policies and operational procedures, including changes that streamline human resources systems and take advantage of technology;
  • Communicates with department HR partners and other stakeholders to ensure cooperative relationships;
  • Analyzes and resolves problem situations and takes or recommends appropriate action;
  • Plans workflow, determines priorities and supervises the work of specialized service team members;
  • Performs related duties as required.

KNOWLEDGE SKILL AND ABILITIES
  • A thorough knowledge of ADA regulations
  • Considerable knowledge of: human resources management and relevant state and federal laws, regulations, policies and procedures;
  • Knowledge of employment practices related to civil rights, equal employment opportunity, job classification, recruitment and selection, compensation and benefit programs, pay administration, human resources information systems and labor relations;
  • Demonstrated interpersonal skills, oral and written communication skills and conflict resolution skills;
  • Considerable ability to analyze and balance departmental need with laws, regulations, policies and procedures;
  • Ability to strategically plan and implement innovative solutions to organizational problems.


Qualifications - External

GENERAL:
  • An undergraduate degree or higher in business administration, human resources management, public administration or closely related field;
  • Eight (8) years of professional experience in Human Resources.
  • An undergraduate degree or higher in business administration, human resources management, public administration or closely related field;

SPECIALIZED:
  • Three (3) years of the HR experience must have been at the full working level in human resources management.
  • For City employees, this is interpreted at or above the level of Human Resources Business Partner Grade 19 and above.


PREFERRED QUALIFICATIONS
  • 3 plus years progressive experience in leave management focusing on the interplay between ADA and Family and Medical Leave Act (FMLA);
  • 2 years managing disability accommodation requests;
  • Proven success for working with all types of individuals in a high-paced environment
  • Developing and maintaining partnerships with various stakeholders;
  • Leading staff and providing training;
