General Description and Classification Standards

Incumbent supervises inspectors involved in the building inspection operations and activities for the enforcement of the building and zoning ordinances of the City of Atlanta. Duties include but are not limited to managing the day-to-day activities of the inspectors, providing guidance, mentorship, and knowledge within the Inspections Division. Incumbent also assists with managing inspector’s workload, assigning geographical inspection areas, improving processes, training inspectors, and conducting quality assurance and quality control activities, which includes ensuring all structures comply with all applicable building, mechanical, electrical, plumbing, energy, life safety, and other related codes. Ensure inspections are completed as committed to the established metrics and that there is consistency in the inspection processes, procedures, and practices.

Incumbent must possess strong interpersonal skills to develop good working relationships at various levels and the ability to foster a strong customer focused environment. Must have the ability to exercise initiative and a considerable amount of independent judgment and have experience with highly visible/controversial projects.

Supervision Received

Incumbent reports to the Chief Combination Inspector and normally provide guidance regarding overall mission and unusual priorities, etc. and sets work methods, timetables, etc.

Essential Duties & Responsibilities

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. Essential functions may include, but are not limited to the following:

Responsible for supervising and evaluating assigned inspections staff. Addresses employee concerns and problems, directs assignments, counsels, disciplines, and completes employee performance appraisals.

Analyze, redefine, and implement improvements to the inspections process that are customer focused, accurate, efficient, and consistent.

Monitor daily inspection productivity and ensure a consistent level of best-in-class customer service.

Perform periodic reviews of inspector’s work to verify that inspections are completed effectively and efficiently.

Preparation and timely submission of periodic reports analyzing inspector’s performance.

Participates in the inspection’s interview/selection process; trains, motivates, and evaluates assigned staff.

Provides or coordinates training; works with inspectors to correct deficiencies; implements discipline as needed.

Monitor and report the inspections service level agreements (SLA) established for all disciplines.

Assist with the development of Combination Inspector program.

Develop, monitor, and report the number of inspections by each inspector per day within all Trades.

Coordinate regular meetings with inspectors to ensure objectives are achieved.

Provide leadership and support to inspectors.

May inspect the quality of work in the construction, alteration, or repair of commercial, industrial, and residential buildings, and other structures including foundations, cement, framing, and plastering; checks plumbing, heating, and electrical installation, including fixtures and appliances; inspects stud, joist, rafter spacing, and other structural member factors; examines the grade, treatment, and quality of building materials.

May evaluate the quality of materials and work relative to applicable building codes, ordinances, regulations, and relative to approved plans; issue notices to identify corrections required for compliance or to stop work on projects.

May respond to verbal and written inquiries from architects, contractors, builders, City personnel, and the public; interprets, applies, and explains requirements and restrictions related to building codes, ordinances, regulations, policies, and procedures; develops alternative methods for compliance with requirements and restrictions.

May assist with scheduling appointments and reviewing and approving plans in compliance with building codes, ordinances, and regulations.

Ability to perform the mathematical calculations required by the job.

Ability to utilize and understand computer applications and techniques required by the job.

Ability to plan, organize, and prioritize daily assignments and work activities.

Ability to comprehend and apply regulations and procedures of the department.

Exercise independent judgment. Establish inspections process improvement strategies and policies within required legislative or executive limitations and may commit department to action. Ensure performance measures are met through regular monitoring and processes are adjusted accordingly.

Provide guidance to inspectors, ensure certifications are maintained and coordinate training and other professional development opportunities for inspectors. Identify areas of excellence and weakness in an inspector’s skills and work to improve and utilize skills through coaching, training, or certification. Work collaboratively with OOB groups to achieve the overall mission of the office.

Knowledge, Skills & Abilities

Thorough knowledge of International Code Council Building codes, related federal, state, and local laws, rules, regulations, policies, and procedures; building tools and materials; methods of building construction; safety methods; and principles, practices, and techniques of building inspection.

Read, interpret, apply, and explain building plans, blueprints, specifications, and building codes; make mathematical calculations rapidly and accurately; use word processing and other related computer software programs; prepare and maintain complete, accurate, and concise reports and records.

Communicate clearly and concisely verbally and in writing; exercise initiative making recommendations to management; communicate effectively with individuals from various socioeconomic, ethnic, and culturally diverse backgrounds; establish and maintain effective and positive working relationships with those contacted in the course of work; work independently and organize and prioritize work.

Skills in: Formulating, analyzing and effectively communicating inspections processes and development plans to the public, private developers, city management and city officials.

Minimum Qualifications - Education and Experience

Associate degree or vocational training in mechanical engineering, architecture, plumbing systems or a related field. 5 to 8 years of increasingly responsible construction and/or plumbing/mechanical inspection experience including 3 years of experience working with residential and commercial buildings (equivalent professional experience may be considered for substitution for the required degree on an exception basis); Three (3) years of supervisory experience is required.

Preferred Education & Experience

Bachelor’s degree in mechanical engineering, architecture, plumbing systems or a related field and ten years of directly related work experience with inspections of building, mechanical, electrical and/or plumbing trade (equivalent professional experience may be considered for substitution for the required degree on an exception basis). Four (4) or more years of supervisory experience.

Licensures and Certifications

Required: Valid Georgia driver’s license

Must have a minimum of six (6) of the following certifications:

Residential Building Inspector from the International Code Council (ICC).

Residential Plumbing Inspector from the ICC or from the International Association of Plumbing and Mechanical Officials (IAPMO)

Residential Mechanical Inspector from the ICC or IAPMO; and

Residential Electrical Inspector from the ICC or International Association of Electrical Inspectors (IAEI).

Residential Combination Inspector from the International Code Council (ICC).

Commercial Building Inspector from the International Code Council (ICC).

Commercial Mechanical Inspector from the International Code Council (ICC).

Commercial Plumbing Inspector from the International Code Council (ICC).

Commercial Electrical Inspector from the International Code Council (ICC).

Commercial Combination Inspector from the International Code Council (ICC).

Certified Building Official from the International Code Council (ICC).
