Contra Costa County is excited to announce a recruitment for the countywide position of the Business Systems Analyst classification. There is currently one (1) vacancy in the Employment and Human Services Department and two (2) vacancies in the Department of Information Technology.

The Department of Information Technology (DoIT) has openings for two (2) full-time Business Systems Analyst positions with the Information Security team and the Applications team.

DoIT’s Information Security team works across the entire County to bring usable, consistent, and effective solutions to security challenges. When assigned to DoIT’s Security team, you will be working with stakeholders across the County to implement standards and systems. To be effective in this role you will need to build relationships with technical and non-technical staff throughout the County. The ability to clearly communicate using a variety of mediums including written documentation, presentations, and training sessions is essential to this position. You will be part of the team that is growing the County’s security culture and ensuring our ability to deliver trustworthy services to our community.

When assigned to DoIT’s Applications team, customer success with technology will be your primary objective. A mindset that thinks about processes and empowering our people with great technology is the key to success. The role will require you to work with stakeholders across many departments to understand their current challenges and translate them into human-understandable specifications for software selection and configuration that will lead to process optimization for citizens and staff. Success will require developing quality executive documentation to create stakeholder engagement and buy-in. It also requires developing detailed training materials in a variety of formats, including websites, presentations, videos, and LMS tutorial systems. The role requires strong communication skills, attention to detail, the ability to create user-friendly resources, and a getter-done-attitude that creates a sense of urgency to create improvements for our staff and citizens in Contra Costa County in a timely manner.

  • Managing contracts for IT or web-related services, reviewing invoices, and managing budgets
  • Preparing for state monitoring, responding to findings, and ensuring correction of deficiencies
  • Analyzing state directives and developing security policies and procedures ensuring compliance with laws and regulations
  • Managing budgets, contracts, and communication with internal divisions and vendors
  • Ensuring data quality and performing validation tasks, submitting change requests, and managing user accounts
  • Identifying and analyzing problems to propose new ways to do business
  • Creating training materials and providing end user support

Minimum Qualifications

Education: Possession of a bachelor’s degree from an accredited college or university in information processing, business administration, public administration, or a closely related field.

Experience: Three (3) years of full-time experience managing complex business projects which must have included two (2) years of design and project management responsibility for small and medium business applications.

Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years. Additional qualifying education may be substituted for experience on a year-for-year basis up to a maximum of two (2) years.
Desirable Qualifications:
  • Strong technical expertise, particularly with databases and reporting
  • Excellent communication skills, both verbal and written
  • Knowledge of workforce development
  • Experience working with partners and contractors
  • Supervisory experience or experience delegating work
