Austin Resource Recovery ( ARR ) is an organization of 500 plus employees that provides residential curbside collection of trash, recycling, and composting to the residents of the Austin metropolitan area. Additional services include bulk and large brush collection, street sweeping, dead animal collection, and a drop-off center for hard-to-recycle items and household hazardous waste.

This position will focus mostly on pre-contract award activities. The successful candidate will develop solicitations by preparing scopes of work and/or specifications, draft contracts and amendments, detail terms and conditions, compile specifications from multiple customers, and quantify contract deliverables, performance metrics and deadlines. The Contract Management Specialist IV will also manage the procurement process from inception to contract award and coordinate with the Central COA Purchasing Office to ensure the process continues to progress according to required deadlines. The ideal candidate will have experience and knowledge of solicitation development, Texas procurement laws and City of Austin procurement policies and processes. Experience with project management from the perspective of managing timelines, deadlines, deliverables and input from multiple stakeholders for solicitations occurring simultaneously is preferred. The Contract Management Specialist IV may act as team lead and subject matter expert for the contract development section handling day-to-day assignments, coaching and training for other contract development staff and assisting customers and staff with escalations and questions. The successful candidate may also stand in for the section supervisor when unavailable. The ideal candidate for this position is expected to be familiar with applicable policies and laws and to have experience ensuring contract compliance. Additionally, the successful candidate will have strong analytical, problem-solving, and organizational skills.

This position is eligible for the Public Service Loan Forgiveness ( PSLF ) Program. This is a federal program designed to encourage individuals to work in public service by forgiving the balance of their federal student loans upon meeting program requirements.

$31.81 - $39.76

Employee will be required to work occasional early mornings, after hours or weekends due to business needs.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


Develops and drafts new contracts by analyzing market and economic conditions and applying current trends to contract development; preparing scopes of work and/or specifications; negotiating with vendors/contractors; writing terms and conditions; and developing effective performance measures; investigates alternative purchasing methods and recommends procedures for implementation. Limited signature authority as delegated by the Purchasing Office and relevant administrative bulletins. Manages and administers existing contracts by determining compliance through performance monitoring; negotiating and writing amendments and revisions to scopes of work and/or specifications. Resolves non-compliance issues by investigating and resolving contract-related discrepancies, complaints, and disputes between all involved parties; canceling and/or terminating contracts and negotiating settlement agreements; and resolving appeals and claims. Provides consulting expertise to internal and external customers by developing and providing formal contract management training, interpreting contractual provisions, and providing advice on all facets of contract development, administration and management. Provides contract information in response to inquiries from City Council, City Management, Boards and Commissions, vendors, and other stakeholders. Prepares and presents reports by compiling, reviewing, and analyzing data and providing written and/or oral reports to management.
