San Bernardino County Human Services invites qualified professionals to apply for the position of Administrative Analyst II - Human Services, who will maintain significant administrative responsibility with matters that impact County operations. This position will perform mission driven, complex, and varied fiscal and administrative work assignments which cross department lines and impact the County as a whole.

Conditions of Employment

Pre-Employment Process: Prior to appointment, a pplicants must successfully pass a background check, including fingerprinting, verification of employment history and education, credit check, and physical exam/drug test.

Travel: Travel throughout the County may be required. Employees may be required to make provision for transportation and use personal vehicles (mileage reimbursement at current IRS rate is available). At the time of hire, a valid California Class C driver's license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

EXCELLENT BENEFITS PACKAGE

This position offers a competitive salary range of

$90,064.00 - $128,273.60 annually depending on qualifications

plus excellent benefits and bi-annual step increases of 2.5% up to Step 16.

As an alternative to the traditional benefits package, you may also be eligible to elect the Modified Benefit Option (MBO) that provides an increased base rate of pay (4% above the base rate of pay) with modified benefits. **Salary increases contingent upon Property Related Revenue and/or statewide Proposition 172 Sales Tax Collections performance.

Minimum Requirements

Education : A Bachelor's degree in Public/Business Administration, Finance/Accounting, Economics, Behavioral/Social Sciences, or other closely related field.

Qualifying degrees must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. In addition, degrees completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at a college or university accredited by an accrediting association recognized by the United States Department of Education.

Experience - Applicants must meet one (1) of the options listed below

Option 1: Two (2) years of increasingly responsible professional-level administrative experience with primary responsibility for performing budgetary oversight and conducting complex organizational and financial analysis of programs and/or business operations.

Option 2: Three (3) years of progressively responsible experience managing special projects and performing complex and specialized analysis related to policies and processes that have organization-wide impact.

Note: Professional-level experience is defined as occupations that require specialized knowledge usually acquired through principal work experience. Clerical experience is not considered qualifying.

The ideal candidate will:

  • Be a goal-oriented individual who is able to communicate effectively and contribute to the accomplishment of the goals and objectives of San Bernardino County and Human Services.
  • Knowledge of government operations with an emphasis on fiscal procedures, contracts, and grant funding.
  • A global understanding of the relationship between County programs and County operations.
  • Have an understanding of principles and practices of public administration.
  • Able to perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.
  • Be familiar with the Board Agenda process and have experience developing/writing/reviewing Board Agenda Items, contracts, and agreements.
  • Have experience in reviewing and analyzing proposed or adopted legislation impacts on County or group functions; formulating and recommending the group's reaction to such legislation; initiating new legislation as appropriate; interpreting existing legislation and ensuring cost-effective compliance throughout the group.
  • Have an understanding of contracts, including interpretation, application, and enforcement.
  • Have experience leading and coordinating projects and initiatives that involve multiple stakeholders.
  • Able to consult with groups or departments in any administrative area where advice or assistance is required or requested, resolving problems as needed.
  • Able to prepare detailed budget, administrative and fiscal reports, procedures manuals, formal statements of County or group policies and practices and correspondence.
  • Possess excellent written and verbal communication skills, be attentive to detail, and able to make sound decisions and provide workable recommendations.
  • Able to handle multiple projects, adapt to change, and lead and promote successful collaborations to achieve desired outcomes.
  • Demonstrate a high level of customer service to effectively collaborate with the public, vendors, contractors, and internal staff.
  • Able to establish, maintain, and foster positive and effective working relationships with internal/external stakeholders.
