DEFINITION:
Assists in the development or administration of specialized programs in the Office of Equity Division.

CLASSIFICATION STANDARDS:
Positions allocable to this class report to a Children Services Administrator III or Division Chief, CFS and are responsible for directing and administrative support services, or developing specialized programs related to the Elimination of Racial Disproportionality and Disparity (ERDD) Programs. Incumbents must exercise refined analytical skills, effective written and oral communication skills and a thorough working knowledge of the regulations, policies and procedures related to children services programs or the administrative support functions they are responsible for. In addition, certain positions must exercise the principles of supervision.

Essential Job Functions

  • Conducts special assignments and/or inquiries of the Elimination of Racial Disproportionality and Disparity (ERDD) programs within DCFS or in collaboration with other county departments.
  • Directs and provides feedback, guidance and specialized expertise on implementing policy, procedures, and practices.
  • Oversees a section by planning, organizing, and directing the office work activities in accordance with federal and state laws, regulations and department policies and procedures.
  • Supervises subordinate staff by performing a full range of supervisory tasks, such as, advising, motivating, training, supporting, coaching, mentoring, and disciplining employees.
  • Oversees the operating budget of ERDD programs by evaluating office needs, preparing budget requests, and reviewing budget reports in accordance with federal and state regulations, County code, and fiscal manuals governing budget administration.
  • Executes the administration of more complex contracts (Housing Placement Services) and memoranda of understanding (MOUs) by planning, developing, and negotiating the terms of contracts and MOUs that benefit programs relating to these programs.
  • Oversees the evaluation and improvement of a section's operations by planning, organizing, and coordinating the collection of pertinent data.
  • Oversees the completion of highly complex or sensitive assignments or issues presented by internal or external stakeholders (e.g., program staff, administrators, and Board of Supervisor representatives, community advocates etc.) by analyzing relevant information gathered from written and numerical reports, interviewing relevant parties, reviewing existing records and files, etc. to ensure the requested information is delivered in a timely, accurate, efficient, and effective manner and to provide recommendations that are in compliance with Federal and State laws and regulations and department policies and procedures.
  • Assists management by advising staff and representatives from private/public entities on issues or inquires.
  • Oversees studies by planning, organizing, conducting ERDD programs evaluation, and coordinating the gathering, analysis, oral and written presentation of information and monitoring the studies to develop an effective solution or recommendation to determine the feasibility of a program.
  • Represents the department and office/section in such areas as committees, meetings, conferences, media, or service planning areas by serving as the liaison with other County departments, federal and state agencies, or private/public agencies.
  • Prepares various documents of a highly sensitive or complex nature by using the latest technology and appropriate software programs.
  • Collaborates with appropriate federal, state, and local agencies on a variety of issues to gain agreement on program concepts, interpretation of legislation, development of community resources/workshops, etc. and ensures the proper implementation of public social services programs, are consistent with the County strategic plan and in accordance with federal and state laws, regulations and department policies and procedures.


Requirements

SELECTION/SPECIALTY REQUIREMENTS:

OPTION I:
Three (3) years of experience at the level of Children Services Administrator I* assisting in analyzing, developing and implementing complex administrative and programmatic assignments related to Elimination of Racial Disproportionality and Disparity (ERDD) programs. A Bachelor's degree** from an accredited college in Social Work, Social Welfare, Psychology, Child Development or a related human services field*** may be substituted for one year of experience.

OPTION II:
Three (3) years of experience at the level of Administrative Services Manager II****, developing specialized programs related to ERDD. A Bachelor's degree** from an accredited college in social work, social welfare, psychology, child development or a related human services field*** may be substituted for one year of experience.

LICENSE:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II - Light:

This class includes administrative positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

**** Experience at the level of Administrative Services Manager II is defined as: Supervises a unit of analysts responsible for performing a full range of difficult to complex analytical assignments within one or more administrative functional areas and makes recommendations on highly complex issues which directly impact departmental programs and administrative operations, and which may be of a confidential or sensitive nature.

EXAMINATION CONTENT:

This examination will consist of two (2) parts:

PART I : A Writing Assessment weighted 20% assessing English Structure and Content, Written Expression, and Prioritizing Information.

ONLY APPLICANTS WHO ACHEIVE A PASSING SCORE OF 70% OR HIGHER ON PART I WILL BE INVITED TO THE STRUCTURED INTERVIEW (PART II).

PART II : A virtual Structured Interview weighted 80% assessing: Technical Knowledge; Management and Leadership; Critical Thinking and Problem Solving; Public Relations and Interpersonal Skills; Data Analysis and Decision Making; Cultural Sensitivity, Ethics and Integrity; Stress Tolerance; Oral Communication.

APPLICANTS MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED PART OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.

ELIGIBILITY INFORMATION:

The names of candidates receiving a passing grade in the examination will be placed on the eligible register and will appear in the order of their score group for a period of (12) months following the date of promulgation.

All notifications (e.g. Notices of Non-Acceptance, Notice of Results, etc.) will be emailed.
