The Position

The Social Worker III could carry a caseload of social services cases requiring a high degree of technical competence, such as situations where environmental forces affect family life; complete assessments to determine needs of clients; develop and carry out case plans for an assigned caseload; refer clients to other staff members; identify client problems and determine appropriate course of intervention; interpret policies, rules, and regulations to client, applicants, and others; assist applicants and recipients in utilizing available resources for individual needs; supports investigators with allegations of child abuse/neglect; complete home visits in connection with casework assignments; complete and maintain case documentation; participate in in-service training and other staff development activities to increase knowledge of the social work processes and achieve technical competence; receive casework consultation from professionally trained staff members; may be required to testify in court; act as an advocate in the client's behalf; work with community organizations; make referrals to outside resources; perform related duties as assigned.
This recruitment is being conducted to fill one full-time vacancy in the Health and Human Services Agency with Napa County. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies up to one year.

Memorandum of Understanding (MOU) Agreed Salary increases and Wintertime Off (WTO)
  • 3.5% COLA increase effective 7/1/2025
  • 3.5% COLA increase effective 7/1/2026
  • 32.0 hour of Winter Time-Off (WTO)

Position Requirements
Experience and Education:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience:

EITHER
One (1) year of experience comparable to a Social Worker II in a public social services agency.

OR

Two (2) years of social work casework experience in a public or private social services
agency.

AND

Education:
Equivalent to graduation from a four (4) year college including 30 semester units in social welfare, social/human services, sociology, or other behavioral science.

License or Certificate:*
Incumbent in this position is expected to operate automotive vehicles in the performance of assigned duties. Due to assignments and hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals appointed will be required to maintain a valid California Driver's License while employed.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
