Job Description

The Position

The City of Riverside, Finance Department, is accepting applications for the position of Payroll Technician II to fill one (1) vacancy.The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to twelve (12) months.

Under general supervision, a Payroll Technician II performs a wide range of standard, routine, and general financial duties with set procedures in the maintenance and processing of the City’s payroll. Responsible for accurate and timely accounting and payroll distribution activities, review and processing of payroll records and documents in a centralized payroll; and related work as required.

Work Performed

Typical duties may include, but are not limited to, the following:
  • Performs, assists, and supports the general payroll, benefits, and accounting duties within the City’s central accounting system; main point of contact for all inquiries and requests.
  • Processes various department payroll files; investigates and resolves any areas of discrepancy in payroll files; processes garnishment requests, employment verifications, SDI and PFL leave claims, and other correspondence.
  • Establishes, confirms, and verifies direct deposit; monitors bank to confirm absence of errors or other notifications; maintains employee confidentiality and ensures all information is entered accurately.
  • Mentors, trains, oversees, and provides support for Payroll Technician and ensures all files, payroll, and employee documents are handled professionally and accurately; processes employment verifications including reviewing personnel actions for accuracy and completeness, makes adjusting calculations based on claims or inaccuracies, and verifies payroll worksheets submitted by employees.
  • Gathers, compiles, and verifies information on employee files ensuring accurate payroll accounting and management; reviews timecards and gathers information from all timekeeping systems; calculates back pay and confirms all withholdings.
  • Communicates, engages, and collaborates with various departmental supervisors to clarify discrepancies, confirm accuracy of time cards submitted, and correct any errors.
  • Collects employee tax form and files them accurately; ensures all appropriate withholdings and benefits are documented and accurately applied.
  • Performs various reporting and record keeping duties; keeps extensive spreadsheets and documents updated and accurate
  • Participates in the administration duties for new employees; obtains important forms, enters information accurately, and processes all personnel files to ensure timely and professional onboarding.
  • Performs various other routine and non-routine financial and administrative tasks within the Finance and Accounting Department while ensuring the quality of work completed.
  • Performs other duties as assigned.


Qualifications

Education: High School graduation or satisfactory equivalent (GED).

Experience: Two years of increasingly responsible experience performing payroll or accounting duties.

Highly Desired Qualifications:
  • Experience working for a public agency.
  • Advanced working knowledge of Federal and State laws, regulations and guidelines applicable to timekeeping and payroll reporting.
Necessary Special Requirement:
Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.

Level I include Para-Professional and Supervisory classifications (Non-exempt).

The City offers an attractive benefits package, the central provisions of which are as follows:
  • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3 year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
  • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation.The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
  • Health Insurance - The City offerssix health insurance plans and contributes up to $1,516 per month for HMO plans(family coverage).
  • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
  • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
  • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
  • Deferred Compensation - The City contributes $100per month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
  • Leave Benefits - Includes all the typical vacation leave, sick leave, bereavement leave, and holiday benefits.
  • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
