Job Description

The Position

The City of Riverside is accepting applications for the position of GENERAL SERVICE WORKER - FULL TIME REGULAR to fill multiple vacancies in the Street Maintenance Division of the Public Works Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

The Street Maintenance Division is responsible for providing maintenance of the public infrastructure to ensure the safe, efficient movement of vehicular and pedestrian traffic. Approximately 44 employees are assigned to one of several crews responsible for paving, slurry seal application, filling potholes, fabricating/installing signs (regulatory/warning/directional), repairing walls/fencing, repairing guardrails, removal and repair of concrete (curb/gutter, sidewalks, cross gutters, spandrels, wheelchair ramps, etc.), chemical application for weed control, street painting (striping, legends, crosswalks, edge lines, etc.), removing graffiti, responding to storm events, etc.

The General Service Worker performs and provides a variety of unskilled and limited skilled general maintenance tasks for various departments.

Work Performed

Duties may include, but are not limited to, the following:
  • Performs a wide range of maintenance, repair, servicing, and custodial tasks based on daily need and City requirement; uses tools and other equipment to perform work and adheres to all safety standards and policies.
  • Deliver, clean, pick up, and maintain City cans for trash and solid waste; provide clean up service for homeless camps and other areas.
  • Dig ditches, trenches, and post holes, backfill trenches, and load and unload dirt and construction materials for projects.
  • Cut grass and weeds, rake and load grass and brush, mow lawns, clean grounds, and assist in planting, watering and caring for shrubs and flowers; perform any and all landscaping maintenance and work to keep the City aesthetically pleasing and functional.
  • Assist in maintaining and preparing athletic fields; perform hand grading, filling, and shaping of baseball diamonds.
  • Assist journey level building maintenance trade workers in painting projects, moving furniture and equipment, removing and laying of carpets, and construction or maintenance projects as assigned.
  • Assist other skilled workers in a variety of crafts and trades; act as flag person when working on City streets and operate City vehicles when needed.
  • Deliver utility cut-off notices on residential and business doors of designated utility customers; deliver City locks, meter reading cards, or other miscellaneous items to customers; respond to citizen inquiries and complaints.
  • Maintain assigned City vehicles; monitor fluid levels and general maintenance; report any problems or mechanical issues.
  • Assist with storm drain channel clean up; support and assist the Wastewater Operations staff with general housekeeping, septic receiving, bio-solids handling, sampling activities, and basic laboratory assistance.
  • Perform other duties as assigned.


Qualifications

Recruitment Guidelines:

Education: High School graduation or satisfactory equivalent (GED).

Experience: None

Necessary Special Requirements:
Possession of, or ability to obtain an appropriate, valid Class "C" California Motor Vehicle Operator's License.

Highly Desirable Qualifications:
  • Current possession of a valid Class "C" California Motor Vehicle Operator's License.
  • Heavy manual labor experience.
  • Experience completing daily paperwork, including route sheets and equipment inspection.
  • Ability to work in inclement weather.
  • Ability to lift 55 pounds.
Physical Demands and Working Conditions: Work is done outside and in the field with exposure to faulty devices, chemicals, tools, inclement weather, and potentially hazardous conditions. Employees may interact with staff and/or public and private representatives and will provide professional customer service.

The City offers an attractive benefits package, the central provisions of which are as follows:
  • Retirement for Classic Members -For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3 year final compensation.The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
  • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation.The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
  • Health Insurance - The City offerssix health insurance plans and contributes up to $1,469 per month for employee and dependent coverage.
  • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
  • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
  • Life Insurance - The City provides and pays for term life insuranceequal to $100,000. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
  • Deferred Compensation - The City contributes $25 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
