Position Scope

GENERAL PURPOSE: Plans, implements and evaluates the activities of Municipal Security which provides plans, programs, and systems concerning citywide security measures specific to facility and personnel protection.

Primary Duties and Responsibilities

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Think strategically in the development of citywide best practices for municipal security operations.
  • Make sound decisions and respond quickly in emergency situations.
  • Interpret customer needs and provide solutions while conforming to industry and city standards.
  • Understand and follow oral and written instructions.
  • Read and interpret complex schematic diagrams and technical manuals.
  • Observe or monitor objects or work activity to determine compliance with operating or safety standards.
  • Perform confidential and sensitive assignments.
  • Provide thorough analysis and recommendations on citywide security matters.
  • Listen, communicate, and work effectively with a diverse group of people.
  • Handle multiple projects simultaneously and use good judgment in prioritizing work assignments.
  • Proficiently perform computerized word processing, comprehension, summarizing and writing/editing.
  • Attend or conduct various meetings as needed, ensure effective customer service skills.
  • Establish and maintain effective working relationships with city officials, co-workers, vendors and the general public.
  • Complete OSHA/Safety training as required.
  • Perform other duties as assigned.


Essential Functions

Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:

  • Supervises employees and coordinates personnel-related activities to include, but not limited to, training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.
  • Develops and administers the Municipal Security program in accordance with the city's policy that encompasses the protection of city personnel and assets.
  • Reviews existing and newly planned city facilities and directs the development of physical security plans and systems accordingly.
  • Participates with the evaluation and design of security plans for new and existing city facilities.
  • Makes recommendations and provides plans, programs, and systems concerning city-wide security measures specific to improving the safety of facilities and personnel.
  • Functions as liaison to other city departments for municipal security needs and compliance.
  • Oversees and coordinates citywide municipal security maintenance funding for capital projects and facility maintenance needs.
  • Maintains compliance policies and implements city requirements for vetting of city contractors.
  • Develops and implements/tracks performance measures, divisional goals, objectives, policies and procedures.
  • Participates in preparing and monitors the division's budget to include but not limited to, justifications for personnel, supplies and equipment needs and capital project needs
  • Administers and prepares contract specifications for the procurement and operation of contract security guard services to protect and patrol City facilities and contract maintenance, repair and installation of security cameras and equipment.
  • Oversees the administration and preparation of contract specifications for the procurement, installation, operation and maintenance of various security and life safety systems and equipment to be used in city facilities.
  • Develops policies and procedures to guide and direct the workflow and performance of contract personnel.
  • Evaluates new and emerging technologies in the security industry and makes appropriate decisions regarding their application in the city's protection plan.
  • Prepares written documentation including ordinance revisions, contracts, administrative guidelines, requests for proposals and public educational materials such as brochures and training guides.


Minimum Qualifications & Position Requirements

Education and Experience:

  • A Bachelor's Degree in Business Administration, Public Administration, Criminal Justice, Homeland Security, Emergency Management or a related field from an accredited educational institution Or Four years of industrial, government, or corporate security experience in facility and/or personnel security systems and operations.
  • Must have at least one year of Lead or Supervisory experience.
  • An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis.


NECESSARY SKILLS, KNOWLEDGE AND ABILITIES:

  • Principles of security and fire alarm system design, building and life safety code, and general electrical theory.
  • Principles and practices of personnel management, supervision, safety, personnel administration.
  • Finance, budgeting, project management planning, and practices.
  • Federal, State, and City laws and ordinances, building and life safety codes, General and Operation Orders, City of Buckeye Management Procedures, Administrative Regulations, and Personnel Rules/Policies.
  • Technical and operating methods, tools, equipment and materials used in design, installation, repair, testing, and maintenance of security systems.
  • Industry standards and technological improvements in facility security and audio/video monitoring equipment.
  • Industry standards plus technological and operational improvements in personnel security measures.
  • The development of policies and procedures; preparing training guides, brochures, and public educational materials.
  • Microsoft Office products and other relevant technologies.

  • Manuals for the assigned bureaus
  • Statutes and ordinances relating to the assigned bureau


Additional Information

  • Preferred: Successful completion of at least one industry-specific certified professional development program, such as Certified Protection Professional, Professional Certified Investigator, and/or Physical Security Professional.
  • Preferred: Completion of any or all of the following FEMA NIMS courses: Levels 100, 200, 300, 400, 700, 800.
  • Every person employed by the City of Buckeye shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.


Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.

Pre-Employment Requirements:
This is a safety-sensitive position that requires candidates to successfully pass a post-offer drug screen prior to start date.
  • The City of Buckeye will incur the cost of all required pre-employment testing.
  • As part of the conditional job offer, candidates must successfully pass a Psychological Evaluation.
