The Contra Costa County Public Works Department (CCCPWD) is responsible for the maintenance and operation of over 650 miles of roads, 79 miles of streams and channels, and over 150 County buildings. CCCPWD services include parks and recreation, sandbag distribution, flood control, road and facilities maintenance, and storm water management.

The Real Estate Division is part of the Public Works Department and plays a key role in handling Right of Way services for the acquisition of real property to support public improvement projects. In addition, the Division manages the leasing of County-owned and leased properties, ensuring that these resources are used effectively to deliver critical services to the community.

What you will typically be responsible for:
  • Engaging with a diverse range of stakeholders including the general public, internal staff, elected officials, property owners, vendors, tenants, and landlords to ensure effective communication
  • Coordinating real estate projects, including reviewing design or tenant improvement plans and GIS maps
  • Assisting in the preparation of appraisals, market analysis, and cost estimates under direction
  • Collaborating with engineers, architects, attorneys, property owners, title companies, and other stakeholders as required for real estate activities
  • Assisting in the preparation of contracts, deeds, license and lease agreements, and other documents for legal review
  • Conducting research, analysis, and decision-making related to property value, site locations, buildings, space planning, title clearance, acquisition or disposition of property rights
  • Preparing comprehensive written reports, spreadsheets, project schedules, and correspondence to support real estate activities

Minimum Qualifications

License Required: Possession of a valid California Motor Vehicle Operator's License. Out of state valid Motor Vehicle Operator's License will be accepted during the application process

Education: Possession of a Bachelor’s degree from an accredited college or university with a major in Business, Public Administration, or closely related field

Substitution for Education: Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years

Experience: One (1) year of full-time or its equivalent experience appraising and negotiating the acquisition of real property and/or negotiating the leasing and management of properties for commercial, revenue, or public use

Desirable Qualifications:
  • Real Estate license or certification, IRWA or BOMA designation
  • Previous working experience at another local public agency
  • Real Estate experience working with property appraisals, title companies, construction companies, property management and/or leasing
  • Proficient in reading maps and/or construction plans
  • Computer software certifications (Microsoft, Adobe, etc)


Selection Process

1. Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

2. Virtual Oral Interview: Candidates who possess the minimum qualifications will be invited via email to complete a HireVue On-Demand video interview. The On-Demand video interview will be used to measure candidates' competencies as they relate to the Assistant Real Property Agent classification. These may include, but are not limited to: Critical Thinking, Attention to Detail, Professional Integrity & Ethics, Self-Management (Weighted 100%). Candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% or higher in order to move forward in the selection process.
  • The HireVue On-Demand video interview will be administered remotely using a computer or mobile device such as a tablet. You will need access to a reliable internet connection to take the assessment, as well as computer or mobile device with a camera. The HireVue On-Demand video interview that will tentatively take place via computer (remotely): September 13, 2024 through September 19, 2024
