Job Description

Job Summary

This position performs skilled technical work in securing compliance with codes and local ordinances in the area of inspection work in the enforcement of the City Code relative to minimum housing and nuisance abatement. Enforcement measures are to make the City of Greenville a safe and healthy place to live, work, and play. This position also advocates for Code Districts and takes a proactive approach to positively impact the quality of neighborhoods. The duties performed require extensive public contact.

Examples of Duties

  • Conducts routine inspections and investigates complaints to ensure code compliance with ordinances for the City of Greenville under the minimum housing code.
  • Investigates substandard or dilapidated residential properties or dwellings for compliance with applicable state and local codes and ordinances.
  • Performs follow-up inspections of dwellings/structures that are undergoing repair to ensure compliance with minimum housing standards.
  • Coordinates with the property owners to discuss a plan of action to address inspection results; ensures rehabilitation or demolition is carried out if necessary.
  • Ensures code compliance with ordinances for: overgrown vegetation, excessive trash/ debris, parking on unimproved surfaces, graffiti, abandoned-nuisance-junked vehicles, and other public nuisances.
  • Provides enforcement of temporary sign removal.
  • Testifies in court proceedings regarding violations as needed.
  • Performs extensive property ownership searches.
  • Writes violation reports on structures and properties inspected; documents efforts to bring properties into compliance with ordinances, codes, laws, and regulations.
  • Maintains accurate case files; prepares a variety of letters, records, and files.
  • Compiles information for properties presented to City Council for demolition.
  • Attends neighborhood association meetings as needed.
  • Explains applicable ordinances and property & zoning codes to citizens, property owners, tenants and other necessary parties.
  • Performs other related duties as assigned.


Minimum Qualifications

Education and Experience:
  • High school diploma or GED, supplemented by technical courses or college course work in building construction technology, planning, public administration, or related field; and
  • At least one year of experience in building, renovations, or construction trades, inspecting, investigating, code compliance, or related fields, including some public contact work.
  • Experience in a construction or regulatory environment is preferred.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:
  • relevant equipment, policies, procedures, and strategies to promote effective code enforcement activities.
  • the layout of City streets and the location and characteristics of neighborhoods.
  • state and local codes, ordinances, and regulations pertaining to minimum housing code standards and nuisance abatement.
  • building construction methods and materials.


Skilled in:

Special Requirements

  • Must possess and maintain a valid, current North Carolina driver's license that is not revoked, suspended, or subject to limited restoration or conditional operation privileges; must have and maintain an acceptable driving record.
  • May require occasional weekend and evening work.
