About the positions: Senior Right of Way Agent IIIs perform the most complex professional property acquisition work requiring a substantial level of professional training and experience. Incumbents may also negotiate and manage leases, and street vacation projects, prepare legal documents, and provide support to the City Attorney in condemnation proceedings. Work entails the use of independent judgment and the application of knowledge gained through education, professional training and experience regarding real property law, survey, appraisal, engineering, relocation, and the acquisition or vacation of rights of way.

Right-of-Way Agent IIIs also provide day-to-day leadership and work with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the bureau’s and the City’s mission, objectives, and values. As project managers, they oversee projects by scheduling, assigning, and directing processes performed by section staff and consultants; reviewing work product; preparing cost estimates, monitoring and maintaining records on the financial status and the progress of work to ensure projects are completed on schedule and meet local, state or federal standards.

  • Prepare budget estimates for acquisition projects.
  • Manage City staff and outside professional service contracts for real estate appraisers and other real property professionals.
  • Make presentations to City Council.
  • Work in the field and participate in on-site meetings with property owners and information gathering at public meetings for capital improvement projects.
  • Other duties may include negotiating and managing lease agreements; disposal of surplus real property; coordinating with the City Manager's office; and managing the street vacation process between City bureaus, outside agencies, and the public.

Although not required, experience managing the right of way phase for capital improvement projects is highly desired, while experience in other relevant real estate fields such as appraisal, law, relocation, survey, and engineering are greatly valued.

Specific Vacancy information Capital Program: There is currently one vacancy that will manage specific capital program projects. This position will focus mostly on transportation and environmental services projects. Ideal candidates will have previous experience managing the right of way acquisition phase of capital improvement projects that are under the threat of eminent domain and in compliance with the Uniform Act.

Knowledge and experience applying the laws and regulations applicable to right of way acquisition by public agencies, including just compensation and eminent domain.Knowledge and experience with the concepts, methods and techniques for appraising real property and establishing market value.Knowledge of the basic principles and practices of property and contract law, including appropriate procedures and documents to convey acquired property rights.Experience planning, organizing and providing work direction to others for carrying out their assigned duties efficiently and effectively.Experience reading and interpreting maps, engineering drawings and sketches, as well as researching and establishing property ownership.
