Position Summary
The Revenue Division is seeking three Senior Revenue Auditors. Senior Revenue Auditors plan, organize and conduct financial and tax audits, including complex or specialty audits, to verify business and personal taxes due to the City of Portland and partner jurisdictions, including Multnomah County’s Business Income and Preschool for All Personal Income Taxes and the Metro Supportive Housing Services Business and Personal Income Taxes. Senior Revenue Auditors may also be assigned complex financial reviews and may be required to research new revenue or tax proposals and model or estimate potential impacts and outcomes of such new proposals.

One (1) of the Senior Revenue Auditors will be expected to perform audits of businesses that are subject to the City of Portland’s Clean Energy Surcharge. One (1) Senior Revenue Auditor will be expected to perform audits of hotels, motels, and other short term rental businesses subject to the Transient Lodging Tax. The other Senior Revenue Auditor will audit sole proprietor returns, as well as personal income tax returns filed under the Metro Supportive Housing Services and Multnomah County Preschool For All accounts.

The Senior Revenue Auditor must possess a sound knowledge of federal, state, and local laws and policies, especially tax laws, and the ability to independently conduct audits requiring the application of legal knowledge and principles. The Senior Revenue Auditor is expected to communicate effectively on behalf of the City with CPAs, tax attorneys and business owners and managers on the interpretation and impact of laws, regulations, and policies.

As a Senior Revenue Auditor, you will:
  • Prepare audit plans; review laws, court decisions, policies, regulations, contracts and previous audit reports; schedules and arranges audits; conducts audits and reviews of internal controls and other financials systems.
  • Writes and organizes memoranda and other working papers to document interviews, results of analyses, research and audits procedures conducted; prepares reports of audits and studies.
  • Performs analysis, interpretation and critique of proposed local, state and federal legislation, ordinances, rules and regulations to determine impacts on local taxes.
  • Discusses accounting problems and audit plans and findings with business owners, tax attorneys and CPAs.
  • Performs legal research of complicated tax issues through review of case law, tax codes and regulations.
  • Responds to protests and appeals through the entire appeal process, including presenting the bureau’s written and oral positions to the Revenue Division Appeals Board
About the Revenue Division
The Revenue Division of the Budget and Finance Service Area is the administrator of several business and individual tax programs. The Revenue Division also provides database and collections support for other agencies.

To Qualify

The following minimum qualifications are required for this position: Knowledge and experience applying the principles of general, enterprise and governmental accounting, including GAAP and FASB accounting standards and GAAS.Knowledge and experience applying federal and state tax laws and regulations and tax court decisions.Knowledge and experience applying City and County codes (or similar tax laws), identifying incorrect data, and understanding if taxes are being paid appropriately through application of appropriate tax laws, codes, or regulations.Ability and experience analyzing and interpreting financial data and reaching sound conclusions and recommendations in accordance with laws, regulations, rules, and policies.Ability and experience understanding, interpreting, explaining, and applying City and County codes/ordinances (or similar tax laws) to interested parties.Ability and experience planning, organizing, and conducting sound, comprehensive tax and financial audits. Applicants must also possess:
  • CPA, EA, or other professional designation at time of offer
  • Be able to pass an in-depth background check

Although not required, you may have one or more of the following:
  • A Bachelor’s degree from an accredited college or university with major course work in accounting or finance.
  • Five (5) years progressively responsible tax and/or audit experience or an equivalent combination of training and experience.
  • Experience in both the public and private sectors
