The Position

Job Appointment: Full Time, Limited term.Appointment shall not exceed 6/30/2025 except for the extension of grants or funding from outside sources.

Work Schedule: Monday - Friday, 8am-5pm. Alternate schedule may be available.

Position Summary
Under direct supervision of the Classification, Compensation and Pay Equity manager, the Classification and Compensation Analyst is responsible for providing direct support and guidance to management staff with projects related to market surveys, classification analysis, position descriptions, organizational design, compensation structures, and pay equity reviews. The incumbent will perform work as part of the Bureau of Human Resources (BHR) Classification, Compensation and Pay Equity team that uses human resources best practices in support of the City’s core values and allowing the City to meet its required obligations under applicable employment laws and collective bargaining agreements. The successful candidate must function as an effective member of the human resources team and carry out their individual responsibilities with initiative, independence and creativity while exercising sound professional judgment and problem-solving skills.

As a Classification and Compensation Analyst, you will:
  • Conduct research to identify appropriate job matches for a variety of positions.
  • Collaborate with assigned staff for special assignments such as market reviews, organizational design, pay equity studies, and labor contract implementation.
  • Provide sound classification and compensation advice and consultation to bureau customers.
  • Use a variety of software tools to compile and analyze data for classification, compensation and pay equity analysis.
  • Effectively communicate with others to exchange information and deliver high quality customer service.

Major Duties & Responsibilities
  • Conducts market research to identify appropriate job matches for classifications and related compensation for executive, management, and non-management positions; uses human resource best practices to perform research to identify and compile data used for classification and compensation studies in support of the City’s compensation philosophy and labor contract negotiations; creates new and revised classification specifications; recommends compensation changes to the Classification, Compensation and Pay Equity Manager.
  • Performs pay equity and compensation analysis and makes determinations as required for the City to meet its obligations under the law such as the Oregon Equal Pay Act and the Fair Labor Standards Act, and in accordance with collective bargaining and related agreements; assesses candidate qualifications within the prescribed pay equity framework and makes determinations in support of equitable pay practices; works with management staff to resolve issues.
  • Exchanges information with City staff to adequately assess and manage classification, compensation and pay equity requests; uses spreadsheets and data analysis techniques to assess results and market trends; collaborates with designated project managers for special assignments such as market reviews and labor contract implementation; collaborates with senior management staff and labor relations to answer questions from union representatives; attends meetings at on-site work locations; provides information to educate staff about processes; prepares a detailed written analysis of findings; communicates decisions to employees throughout all levels of the organization.
  • Provides direct support and guidance to management staff with projects related to market surveys, classification analysis, position descriptions, organizational design, compensation structures, and pay equity reviews; provides input related to hiring decisions.
  • Uses approved software to create, manage, and retain spreadsheets, forms, templates, databases, presentations, reports, and other internal data sources; organizes and retains records in designated file locations.

  • Classification and pay equity reviews are completed in accordance with the Oregon Equal Pay Act, the Americans with Disabilities Act, the Civil Rights Act, the Age Discrimination in Employment Act, the Fair Labor Standards Act, the Public Employee Collective Bargaining Act, the City’s HR Administrative Rules and rules for Budget and Finance. To Qualify

The following minimum qualifications are required for this position:
Experience applying principles, practices, and techniques of HR administration, preferably in classification and compensation or related discipline. Knowledge of or ability to interpret federal, state, and local laws applicable to areas of assigned responsibilities. Ability to exercise independent judgment and initiative within established guidelines. Ability to utilize City-specific technology and general office software such as HRIS systems, Word, and Excel. Ability to collect, evaluate, and interpret data in statistical and narrative forms; ability to use quantitative and qualitative analysis, tools, and reviews. Although not required, you may also have:
  • Bachelor's degree from an accredited college or university with major course work in HR management, business or public administration, or related field.
  • Experience working for a public agency providing HR services in area of classification and compensation.
