Job Summary

The Mohave County Public Works Department - Water & Improvement Division, is currently recruiting for a Water Systems Division Supervisor in Kingman, Arizona.

The typical hiring salary is Range 22, Step 1-12: $32.73 - $45.29 - DOQ.

Performs professional and administrative work in the development, supervision, and operation of the Traffic Control and/or Water Systems Divisions. Plans, develops, schedules, and prioritizes routine operations and maintenance services, unscheduled repairs, and planned improvement projects and ensures such activities meet quality standards and are completed on time.

REPORTS TO

Work is performed under general supervision of a higher level of authority and requires independent decisions according to established procedures. Work requires the exercise of initiative and independent judgment in interpreting and ensuring compliance to regulations.

SUPERVISION EXERCISED

Provides direct immediate to general supervision of assigned subordinates.

Essential Job Functions

  • Manage staff, methods, equipment, schedules, materials, and recommended budgets to complete the installation, repair, maintenance, and operations of relevant field of the Public Works Division.
  • Exercise supervision over assigned Public Works staff, perform employee evaluations, recommend hiring, promotions, disciplinary actions, training, and terminations.
  • Plan, schedule, direct, and oversee the development and completion of the Division work plans, assign projects, monitor workflow, evaluate methods and procedures, oversee the inventory and ordering of materials, provide time accounting and timesheet approval, review and evaluate work of departmental policies and procedures, maintain department records, create reports, oversee temporary employees and contract work.
  • Follow and enforce all safety rules and procedures for work areas, including traffic control plans, personal protective equipment, safety meetings, and monitor training schedules and keep records.
  • Respond to requests and inquiries from the general public, County staff and outside agencies. Provide excellent customer service including respond in a timely manner to telephone calls, written requests and inquiries, meet with citizens to resolve complaints, as well as assist other County staff, agencies, business community, and the general public with special events or emergencies.
  • Provide data, technical and system knowledge for capital improvements projects and long-term maintenance and operations. Provide review of development plans, and consultant proposals as requested.
  • Monitor and recommend budget expenditures for each year.
  • Represent the County at community, interagency, regulatory/advisory meetings, boards, and functions as appropriate, and establish and maintain effective relationships with peers in other agencies and organizations, business community, and citizen groups.
  • Set professional development goals, maintain proficiency in certifications, demonstrate integrity and honesty, provide effective leadership, and serve as a positive example for staff. Must demonstrate regular, reliable, and punctual attendance.
  • Administer Division off-hours availability and emergency scheduling.
  • Complete special projects and performs other responsibilities and duties as assigned by the Public Works Director.
  • Participate as part of Incident Command during emergencies.

As assigned to Water Operations: (may include any and/or all the essential functions above):
  • Plans, organizes, and coordinates assigned activities relating to the operation, maintenance and preventative maintenance, extensions, and improvement of the Water Systems.
  • Supervises plans, organizes, coordinates, monitors, directs, and participates in the activities involving the administration, general business, and accounting functions of the Water Systems.
  • Conducts short, medium, and long-range planning; analysis of cost data and operating budgets; prepares and administers annual budgets for Water Systems; maintains proper fiscal audit trails; maintains capital asset inventory; research, prepares, coordinates and administers grants.
  • Prepares and maintains accurate records, correspondence, technical, and narrative reports relative to a range of water system activities.
  • Organizes accounting procedures, devises forms, and prepares procedures manuals required to guide the activities of personnel who post data and keep records.
  • Monitors compliance under County water connection agreements.
  • Provides information to the public, contractors, engineers, developers, and representatives of other governmental agencies, coordinates activities of contract operators.
  • Performs complex analytical work, designing, developing, and reviewing proposals, plans, shop drawings, cost estimates, contractor requests, reports and other submittals, ensuring technical competence and compliance with all current codes, regulations, standards and specifications for assigned Water Systems projects.
  • Prepares Request for Proposals and Invitation for Bids, analyzes, and evaluates the scope and cost of contractor and consultant submittals, interviews, recommends selection, assists in negotiating contractual agreements and prepares final contract and award recommendations for construction and consultant services.
  • Performs contract administration for the delivery of planning, design, and construction services.
  • Serves as project manager on assigned Water Systems maintenance, repair, and improvement projects to ensure contractor compliance with time and budget parameters for the project and for making recommendations to the Public Works Director for Water Systems projects.
  • Develops, implements, reviews, and supervises water quality control, quality assurance and efficiency for safe and efficient operations of Water Systems and water production programs to ensure compliance with all federal and state requirements relating to drinking water standards; to include preparing and submitting required informational permitting and compliance reports of and for the Water Systems in compliance with reporting requirements.

Minimum Qualifications

  • High School Diploma/GED (General Education Degree).
  • Five (5) years’ successful experience in the performance of advanced level and/or working supervisor level work involving construction and maintenance in the relevant field of the Public Works Division.
  • Two (2) years supervisory or team lead experience.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
SPECIAL JOB REQUIREMENT:
  • Must pass a drug screen post offer.
  • Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
  • Provide acceptable driving history at no cost to the County.
