  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Architecture, Business, Environmental Studies, Natural Science, Planning, and Resource Management or in a field related to the job, plus five (5) years of related experience.
  • Masters Degree may substitute for experience up to two (2) years.
  • Experience may substitute for education up to the maximum of four (4) years.

Austin Energy provides energy efficiency and demand response incentives and technical assistance for commercial customers and multifamily properties. Our team is responsible for the allocation of over $5 million/yr in incentives to commercial and multifamily customers that support HVAC , lighting, and other building upgrades that improve energy efficiency and demand response. This position will support the design and delivery of these incentives and services by leading outreach efforts, providing energy assessments, performing field inspections, helping close building permits, conducting technical analysis, and supporting broader efforts to improve program design and delivery.

This position is in Austin, TX and will require in-person coordination with local stakeholders and businesses. This is a hybrid position with at least 50% office time and 50% telework. Office time includes field work and may be extended past 50% if candidate chooses the option. Field work may require the use of ladders and other tools/equipment. Typical work schedules (to be coordinated with the supervisor) are weekdays, starting between 7 and 9am.

Primary duties will include:
  • Support the design and delivery of energy efficiency and demand response incentives and services for commercial and multifamily customers
  • Design and deliver improved customer outreach strategies and conduct on-site or virtual energy assessments
  • Conduct field inspections and gather project data to accurately calculate energy savings and verify installation of rebated equipment
  • Lead program outreach and engagement with key internal and external stakeholder groups, including: community and business groups; installation contractors; technology or equipment manufacturers and distributors; local engineering and design firms.
  • Through program evaluation and analysis, support the development of new and revised program offerings, updated technical guidelines, program processes, or program policies.


This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. Preferred Experience:
  • Experience providing field services for construction or energy efficiency upgrades at residential, commercial, or multifamily buildings
  • Experience coordinating construction or energy efficiency projects with contractors, customers, city departments, or other stakeholders
  • Energy efficiency experience related to program delivery, performing energy audits, or supporting equipment installation and design.
  • Certifications related to energy efficiency, building energy code, and energy management or the ability to obtain within 6 months of employment
  • Ability to travel to multiple locations
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


1. Designs, develops, implements, and evaluates educational or outreach programs that promote energy, water, or natural resource conservation awareness and initiatives.
2. Coordinates and manages educational or outreach events, small projects, contracts, marketing, and on-line literature content to promote energy, water, or natural resource conservation awareness and initiatives
3. Analyzes energy, water, or natural resource conservation-related research findings to inform or make recommendations on program structure or program delivery to City leadership and other stakeholders.
4. Develops, establishes, and manages service agreements with other programs, departments, and agencies.
5. Researches energy, water, or natural resource conservation policies, best practices, and legislation to recommend changes to conservation initiatives.
6. Prepares studies, reports, memoranda, briefs, or other written materials on energy, water, or natural resource conservation to inform customers, City leadership, and other stakeholders.
7. Provides analytical support for policy briefs and program development related to energy, water, or natural resource conservation.
8. Prepares grant applications to obtain funding for programs related to energy, water, or natural resource conservation.
9. Reviews permit or plan revisions with project engineers and contractors.
10. Reviews, evaluates, and recommends changes to technical reports, studies, and other departmental written materials. Provides technical advice to Conservation Program personnel.
