Job Summary

The City of Santa Monica is actively seeking candidates for the position of Emergency Services Administrator. The position plans, organizes, administers, evaluates, and maintains the City's emergency preparedness, response and recovery programs.

Representative Duties

Plans, organizes, coordinates and administers an operationally effective and team oriented emergency management program.

Develops, implements, and administers training programs to staff and the public on emergency preparedness, including Emergency Operations Center activations, the City's emergency alert/notifications system; and other programs geared to enhance disaster resiliency.

Works with the Office of Emergency Management and other agencies to develop and promote resilience projects that have a long-term cultural, environmental, and economic benefit to local communities.

Develops and administers a wide variety of plans and initiatives related to emergency (Multi-agency coordination) services, such as disaster preparedness and response plans as well as the City's Multi-hazard Functional Plan and Local Hazard Mitigation Plan.

Reviews, monitors, and evaluates emergency management policies, processes and procedural matters to ensure and improve effectiveness of performance and compliance with applicable regulatory requirements.

Ensures the City's Emergency Operations Center (EOC) is in a constant state of readiness and all of its systems are operational and up to date. Maintains ability to activate the EOC at all levels for incidents and planned events.

Prepares and presents multi-disciplinary research on mitigation measures for naturally occurring incidents like drought, emerging infectious disease events or sea level rise.

Prepares, coordinates, administers, and evaluates the activities of the City's Community Emergency Response Team (CERT) Program, including scheduling classes, overseeing and providing training, managing instructors and team members and maintaining all training materials and supplies.

Ensures that emergency management program demonstrates a "community wide" approach which addresses the diverse needs of the Access and Functional Needs (AFN) members of both the workforce and community.

Develops and implements neighborhood-scale disaster preparedness and resilience programs focused on building local connectedness and engagement.

Provides consultation and guidance to all City departments and support organizations in the development of individual department emergency preparedness response plans, recovery plans, business continuity plans and standard operation procedures.

Coordinates and administers various activities between City Departments, Divisions, outside vendors, contractors, and others to ensure goals of the emergency management program are met.

Manages a wide variety of grant programs and alternate sources of funding tied to emergency management plans initiatives.

Manages inquiries and public information outreach efforts with traditional and social media outlets.

Partners with local businesses and organizations to provide services and resources geared toward establishing rapid and coherent responses to emergency situations.

Implements all required tasks and duties as mandated by State and Federal regulations and prepare and submit all required plans and reports in a timely and accurate manner.

Coordinates emergency services planning and education between the City of Santa Monica and local schools, local business community, adjacent jurisdictions, utilities, volunteer organizations and other governmental agencies.

Represents the City at a wide variety of trainings, meetings, and events. Attends meetings and seminars to receive new information and developments in emergency preparedness.

Administers and submits all City related disaster claims for relief and reimbursement to the State of California Governor's Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA), in compliance with applicable laws and regulations as a result of disaster declarations affecting the City and maintains thorough and complete records of reports and reimbursements.

Coordinates and facilitates the proper and accurate documentation of all necessary records and reports pertaining to any EOC activation in compliance with OES/FEMA public assistance programs including all City departments involved in the activation and subsequent recovery operations.

Prepares program budget recommendations; monitors personnel and internal services expenditures and ensure expenditures remain within budgetary limitations as they relates to emergency preparedness programs.

Maintains the City's emergency supplies.

Prepares and reviews a variety of reports, memos and correspondence.

Selects, plans, supervises and evaluates the work of staff.

Performs other related duties as assigned.

Requirements

Knowledge of:

Practices of emergency management and response procedures.

Principles of disaster planning.

State and Federal statutes and regulations pertaining to disaster planning and emergency operations.

Concepts of emergency activities at various levels of government.
Concepts related to climate change and adaptation.
Emergency mapping and notifications.
Intergovernmental relations.

Methods and techniques of disseminating information and soliciting public support.

Basic procedures, methods and techniques of budget preparation and control.

Ability to:

Plan, develop and coordinate City's emergency preparedness program.

Communicate effectively with a wide variety of individuals and groups, both orally and in writing

Establish and maintain effective working relationships with City staff, other agencies, elected officials, community representatives, citizens, and volunteers.

Select, supervise, train and evaluate staff.

Skill in:

The use of a computer and various software packages.

Conduct emergency preparedness training sessions for a variety of groups of people.

Education, Training and Experience:

Graduation from an accredited college or university with a bachelor's degree in public administration or a closely related field.

Four years of recent, paid, and progressively responsible experience developing and coordinating emergency services. At least two years of the recent, paid experience must have included supervisory responsibilities or leading and coordinating the work of others. Completion of the City of Santa Monica's Pre-Supervisory Academy may substitute for one year of the required supervisory or leading and coordinating experience.

A Master's degree related to emergency management, homeland security, or other related field is desirable.

Completion of FEMA Emergency Management Institute courses IS-100, IS-200, IS-700 and IS-800 is desirable.

Additional specialize emergency management training is desirable.

Licenses and Certificates:

Possession of a valid California Class C driver license.

Possession of an Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM) certification is desirable.

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
