The Bureau of Environmental Services (BES) is seeking a Maintenance Reliability and Asset Manager Program (MRAM) Engineer III at the BES Columbia Blvd Wastewater Treatment Plant to provide leadership to ensure MRAM programmatic alignment with the second Bureau strategic initiative (SD-2), implementing an Asset Management approach for all natural and built infrastructure systems through timely and effective CAP efforts.

What you will get to do:
  • Supervise Staff within MRAM program- Manage performance (reviews/discipline, etc.), perform coaching/training, assign work, address issues, and approve timesheets including leave requests.
  • Manage MRAM program - Analyze program data, refine programmatic performance metrics, implement optimized programmatic strategies that further optimize the program, develop and refine a tactical plan, provide leadership and general program management, manage programmatic budget and PTE work.
  • Discuss and collaborate on best practices in maintenance planning and condition assessment with other sister bureaus, internal stakeholders, and other organizations.
  • Provide timely reports on risks of asset failure to the O&MG group as well as other bureau stakeholders.
  • Establish and maintain the procedures, tools, and processes for systematic condition assessment. Define required data processing tools and supporting databases.
  • Continue to educate and engage key plant staff in the development of procedures for all levels of condition assessment.
  • Clearly define, monitor, and manage data flow processes leveraging BES’s work management system and outline decision points.
  • Develop an outline path of how the information will be used to optimize operations, maintenance, refurbishment, and replacement decisions.
  • Identify wastewater assets and groups, assess conditions, and estimate remaining economic life and replacement costs. Implement maintenance, repair, and replacement strategies that optimize asset useful life-cycle costs while maintaining the desired level of service.
  • Forecast infrastructure replacement needs and funding requirements.
  • Understand and implement leading business practices for managing assets.
  • Coordinate with other groups and programs with O&M such as E&I, plant and pump station mechanical, operations, EE engineering, and facility management.
  • Manage PTE Contracts - Develop contract documents, process payments manage project scope, schedule, and budget.

Knowledge of engineering theory, principles, practices, costs, construction techniques, trends, regulations, standards, equipment, and materials related to the area of specialization or organizational unit.Knowledge of budgeting, scheduling, cost control, safety, and administrative practices.Knowledge of information technology and computer capabilities applicable to engineering, design, project management, and business aspects of the area of specialization or unit.Ability to communicate effectively, both verbally and in writing, to management, technical, and non-technical staff.Ability to supervise a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services. Applicants must also possess:
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
  • Education/Training: Bachelor of Science degree from an accredited college or university in engineering, and engineering course work in the discipline related to the assigned Bureau/Office or organizational unit for some positions.
  • AND Experience: Six (6) years of progressively responsible experience in professional engineering.
Special Requirements and/or Qualifications:
  • Professional Engineering (PE) License required. Oregon State Board of Engineering Examiners and Licensed Surveyors (OSBEELS) PE License is required within six months of the date of hire.
  • Specific licensure or certification in the appropriate field may be required for certain positions.
  • A valid state driver's license and acceptable driving record at the time of hire.
