JOB SUMMARY

JOB SUMMARY
Plans, coordinates, administers, and evaluates WIC program operations; develops policies and procedures; conducts the business functions related to accounting, contracts, facilities, supplies, personnel, and reporting; ensures compliance with grant contracts; processes payments and billing; maintains program records and documentation; and supervises assigned personnel.

ESSENTIAL FUNCTIONS AND DECISION MAKING

ESSENTIAL FUNCTIONS Coordinates and performs a variety of administrative duties pertaining to program operations:
  • Leads and participates in the development, administration, and review of departmental goals, policies, procedures, and priorities; applies them to clinical and administrative operations.
  • Adjusts for program growth and decline, State directives, and monitoring processes and results.
  • Monitors and ensures adequate staffing, facilities, and resources.
  • Ensures compliance with local, State, and Federal rules, laws and regulations.
  • Prepares, maintains, and submits a variety of program/financial records, meeting minutes, reports, and documentation.
Responsible for WIC financial activities:
  • Assists in the development and administration of the departmental budget
  • Obtains necessary approvals prior to making purchases; processes payments
  • Monitors revenue and expenses in comparison to client participation.
Oversees the management of program facilities:
  • Addresses and resolves building/maintenance issues; participates in building design processes.
  • Monitors and maintains compliance with lease terms.
  • Coordinates the purchase of furniture, equipment, and supplies for facilities.
  • Coordinates and ensures proper disposal of medical waste.
Conducts a variety of staffing and personnel functions:
  • Hires, trains, supervises, and evaluates the performance of assigned personnel.
  • Provides technical guidance, assistance, and training to staff upon analysis of audit findings, survey data, goals/objectives, and policy directives.
  • Resolves and documents personnel issues and activities.
  • Schedules, assigns, and monitors staff work activities.
Miscellaneous:
  • Coordinates with other City departments; represents the local agency at the community and State level; provides outreach and program presentations to the public; monitors and facilitates accurate dissemination of program information; responds to information requests from staff, State, and the public; troubleshoots and resolves technology issues; conducts safety reviews and training.
Perform any other related duties as required or assigned.

MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)

MINIMUM REQUIREMENTS:
  • Bachelor’s degree in nutrition, public health, business, finance, or other relevant field is required, plus three (3) years of progressively responsible supervisory experience.
  • Two years of management experience may be substituted for each year of required education.
  • Must possess a valid Texas Driver's License with an acceptable driving record.
  • Proof of required immunizations or obtain upon employment.
PREFERRED QUALIFICATIONS:
  • Experience with the administration, quality assurance, and financial aspects of Federal/State grants.
  • Experience managing multiple locations and teams while maintaining consistency and cohesion.
  • WIC experience in Texas is strongly preferred.

JOB DIMENSIONS
Must be able to read and comprehend regulations and program policy manuals; must be able to review/prepare program documentation.
Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, community organizations, healthcare providers, vendors, program participants, and the general public.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 50 pounds rarely. Subject to talking frequently; sitting, vision and hearing constantly; standing, walking, reaching, handling, fine dexterity and foot controls occasionally; lifting, carrying, pushing/pulling, kneeling, crouching, climbing and balancing rarely.
Working conditions involve exposure to infectious diseases with occasional exposure to blood borne pathogens, hazardous chemicals, and potentially irate members of the public.
