Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

DEFINITION:
Performs specialized video production duties involving writing, producing, and directing and editing video programs, using sophisticated electronic video production equipment.

Essential Job Functions

Writing, producing and directing video productions:

Plans and develops video programs by transforming training and other objectives into production ideas requiring the determination of format, approach, content, and level of presentation which will be most effective in meeting objectives and remaining within budget and time restrictions.

Converts production ideas into finished production script by working with subject matter experts, by preparing outlines to summarize and storyboards to illustrate the action, developing shot lists, and by writing dialog and adding director's instructions for the cast and crew to follow.

Plans and schedules productions: cast, crew, sets, props, and wardrobes, etc.

Directs and assists staff to fabricate sets, props, and wardrobes, as needed, and secures permits, consents, does site surveys for shooting logistics and releases to meet the legal requirements for videotaping persons and places.

Directs the activities of the production crew, equipment, and cast in the studio and on location by determining the placement and movements of performers, crew members, lights, cameras, microphones, props, and sets to create a quality training program from the instructions and dialogue of the director's script.

Solicits and reviews evaluations and recommendations in writing from subject matter experts, trainers, media and management staff, and employees receiving the training to evaluate and improve video training programs.

Operates broadcast quality video production equipment as a producer, director, or as a crew member on programs produced by others, by following the instructions of the director and primary equipment operator to produce artistic and technical quality of sound and pictures.

Operates both IBM and Macintosh computers with word processing, communications, database, graphics, video editing, and other special effects software.

Directs the production of a wide variety of mediated materials (e.g., audio tapes, video tapes, and self-paced instructional materials, etc.).

Supervises the production of still photographs (B/W & Color); Graphic Services and staff; audio recording, mixing, editing, and duplicating; video production (studio & location), video tape editing and duplication.

Operates or supervises the operation of a wide variety of AV equipment (e.g., still and video cameras, video recorders, audio mixers, lighting equipment, & overhead projectors.

Writes, produces and directs programs using computer graphics, sound, and imaging video images.

Requirements

SELECTION REQUIREMENTS:

Option I: Bachelor's degree* from an accredited college in Communications or a related field and one year's experience within the last three years, writing, producing, and directing training or informational programs using broadcast level video technology. Broadcast level video technology is electronic mass communication using television, radio, entertainment, streaming, commercial video performance, social media, print media, etc.

Option II: Completion of 90 semester units or 135 quarter units from an accredited college* including at least 18 semester or 27 quarter units in Communications or a related field and two years' experience within the last three years, writing, producing and directing training or informational programs using broadcast level video technology. Broadcast level video technology is electronic mass communication using television, radio, entertainment, streaming, commercial video performance, social media, print media, etc.

One additional year of the required experience may be substituted for each year of college (30 semester units or 45 quarter units) on a year-for-year basis. *

DESIRABLE QUALIFICATIONS:
Additional credit will be given to applicants that possess the following desirable qualifications:
  • Additional experience in excess of the selection requirements within the last three years.
  • Proficient in Vyond, Apple Final Cut Pro, Adobe Premiere Pro, Adobe After Effects, Adobe Illustrator, Adobe Photoshop, Adobe Acrobat DC, Adobe Camera Raw, Adobe Light Room, and Adobe Animate. Proficient is defined as five (5) or more years of experience using the specified software programs.
  • Master's degree* from an accredited college in Communications or similar field.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of
transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II-Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

EXAMINATION CONTENT:
This examination will consist of an evaluation of education, training, knowledge and experience in the relevant technical field, and desirable qualifications based on your application information and supplemental questionnaire weighted 100%.

Candidates must achieve a passing score of 70%, or above on each weighted part of the examination in order to be placed on the eligible register.

ELIGIBILITY INFORMATION:
Applications will be processed on an
"as-received" basis and those receiving a passing score will be added to the eligible register accordingly.

The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

No person may compete in this examination more than once every twelve (12) months.

SPECIAL INFORMATION:
Appointees may be required to work any shift , including evenings, nights, weekends, and holidays.
