The Position

This recruitment is being conducted to fill one (1) full-time vacancy for the classification of Environmental Resource Assistant for the Public Works Department at Napa County. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

About the Department:

The Department of Public Works at Napa County is dedicated to sustaining health, safety, quality of life and protection of natural resources by providing and maintaining public facilities and services in partnership with the community and other public agencies for current and future residents, workers, animals, and visitors of Napa County. The Recycling and Waste Reduction Team is a part of the Solid Waste subdivision of Public Works. This team implements programs to reduce the volume of waste destined for landfills in order to conserve valuable natural resources and protect public health. The division oversees contracts with recycling and waste services companies that serve Lake Berryessa, Upper Napa Valley and unincorporated South Napa County.

The Environmental Resource Assistant is a new position at Napa County! In this role, the selected candidate will join the Recycling and Waste Reduction team to assist with Napa County and affiliated agency resource conservation programs, such as waste diversion programs, including waste reduction, recycling, composting, household hazardous waste disposal, and compliance with other waste management laws. Our ideal candidate will be someone who is passionate about w aste reduction, is a team player, a quick learner, and possesses strong communication skills. Bilingual in Spanish is a plus!

Example of duties may include:
  • Provide clerical and technical assistance on waste diversion, energy, and water conservation programs which includes coordinating with franchised waste haulers, scheduling and conducting waste assessments, bin and cart inspections of commercial, residential, school, and government/institution sites, documenting, and reporting findings, maintaining records, preparing a variety of correspondence.
  • Manage and maintain inventory of program equipment and materials (e.g., recycling and compost bins). Deliver, pick up, and store program equipment and materials.
  • Coordinate, prepare for, and attend community outreach events, educational workshops, and related activities.
  • Respond to inquiries, providing resolution, and communicating with commercial businesses, customers, and the public.
  • Perform related duties as assigned.

Position Requirements:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
  • Experience: One (1) year of experience providing clerical support and customer service in an office environment. Some experience in waste diversion or resource conservation programs is desirable.
  • Education: Academic coursework which would provide the opportunity to acquire the required knowledge such as coursework in the natural sciences, environmental studies, public health, hazardous materials management, education, or advertising and marketing or other related courses.
  • License or Certificate*: Possession of a valid California driver’s license.
*Any license, certification, registration, or appointment required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Special Requirements:
  • Background Checks: The County may conduct a background check and a reference check on candidates prior to appointment to a position within this class.
  • Independent Travel: Incumbents are required to travel independently, for example, to perform work at other work sites, to attend meetings with other County employees, to attend meetings with community organizations, etc.
  • Hours of Work: Incumbents may be required to work weekends, holidays, irregular hours, on-call, and after normal business hours.
  • Drug and Alcohol Testing: Incumbents and candidates applying for positions in this class may be subject to, depending on job assignment, drug and alcohol testing as required under the Federal Omnibus Transportation Employee Testing Act of 1991. Testing includes post-accident and pre-employment, as well as random and reasonable suspicion testing as required by law.

Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
