General Description and Classification Standards

Manages, plans and organizes the City's sanitary sewer spill compliance section responsible for reporting, data, records, spill related inspections and remediation in effort to serve the citizens by responding to their concerns and engaging in the appropriate actions. This is an experienced managerial level charged with responsibility for one or more activities within Office of Watershed Protection.

Assists other department staff that are challenged with addressing short term and long term wastewater, and storm water issues in order to keep the City of Atlanta infrastructure functional for its current and future corporate and private citizens. Position manages a group of employees, with intermediate supervisors, or a smaller group of specialized technical employees. Areas of responsibility are typically unique within the department.

Plans operation activities, evaluates productivity, workload, and prepares budgets for the Spill Compliance and Reporting Section in the Office of Watershed Protection. Has day-to-day oversight and responsibility for assigned work and may delegate or authorize assigned work to the lead-worker and lower classifications.

Serves as a specialized subject matter expert in specific areas of spill responsibility and spill compliance reporting; and guides the work of others in pertinent work. This level would be expected to regularly apply noticeably greater technical knowledge than the Senior level.

Supervision Received

This position may require you to work independently and only report to the supervisor when necessary approvals or other direction is required for managing assigned section functions. Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered "middle" management.

Essential Duties & Responsibilities

  • Manages the sewer spill compliance reporting and remediation tasks to ensure the City is in compliance with all state, federal, local & regional policies, laws and regulations pertaining to sanitary spill compliance.
  • Functions as a knowledge base for GA EPD spill compliance, environmental processes and municipal code enforcement for site evaluation and recommending solutions to problems or verifying completed Code enforcement recommendations.


  • Ensures the section has all the necessary resources required to successfully complete job assignments to include financial, human and administrative related areas which enables the City to fulfill its mission.
  • Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures.
  • Submits justifications for staff, materials, and supplies; monitors and controls expenditures.
  • Directs and monitors section work, operations and programs to assure that daily work and equipment operations are conducted in a proper and safe manner, and in compliance with Department and
  • division rules, regulations and policy guidelines.
  • Performs personnel management responsibilities, including reviews/approves payroll, performing annual employee job performance evaluations, discipline and appraisals.
  • Participates in the selection and hiring of staff; coordinate staff training; works with employees to correct deficiencies; implements discipline procedures.
  • Provides training, coaching and mentoring to all assigned staff;
  • Coordinates with internal/external staff and consultants as required.
  • Protects the City's infrastructure and surface waters by diligently enforcing the City's environmental regulations; and supports the sustainable growth of the City while protecting our resources for future generations.
  • Performs necessary site visits then recommends maintenance or reviews completed maintenance work.
  • Responds to various internal/external requests for information (RFIs).
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints in an efficient and timely manner.
  • Responds to emergency situations as necessary.

Knowledge, Skills & Abilities

  • Knowledge of civil, engineering and construction terminology; knowledge of linear wastewater, and stormwater construction; knowledge of operations, services, and activities of a wastewater collection systems maintenance program; knowledge of basic principles and practices of municipal budget preparation and administration; knowledge of pertinent federal, state, and local rules, regulations, and laws; knowledge of principles and practices of occupational hazards and safety management; knowledge of Microsoft Office suite; business communication/presentation skills.
  • Skill in providing effective leadership and guidance; skill in building and maintaining good working relationships. Skill in public speaking and interpersonal relations.
  • Ability to interpret and apply City and department policies, procedures, rules, and regulations;
  • Ability to read and interpret construction drawings; ability to interpret laws, regulations and guidelines. Ability to prepare clear and concise reports including state mandated reports; ability to plan and organize work to meet changing priorities and deadlines; ability to effectively communicate verbally and in writing. Ability to operate personal computer, and related equipment; ability to direct the work of others; ability to establish and maintain effective working relationships with employees, other divisions and the public; ability to follow written and oral instructions; ability to communicate effectively, verbally and in writing; ability to read, interpret and produce maps, and graphics from software and GIS applications.


Minimum Qualifications - Education and Experience

High school diploma or General Equivalency Diploma (GED) and 7 years' of experience (Equivalent professional experience may be considered as substitution for the required degree on an exception basis) in maintenance, construction, and/or repair of wastewater collection systems, wastewater treatment plant operations, or a Wastewater Collections Management role.

Preferred Education & Experience

Bachelor’s degree (BA, BS, etc.) in Bachelor's degree with a major in Environmental Science, Engineering, or related area with some experience in a management position (Equivalent professional experience may be considered for substitution for the required degree on an exception basis) and 3 years' of work experience in the Wastewater Collections Management role.

Licensures and Certifications

State Issued Driver’s License required.

Related Wastewater Collection System Operator Certifications and Professional Licensed Engineer Certifications or similar certifications are desirable.
