We are the largest Department in the County, with over 80 staff. Our agency works with Colusa County residents in administering social services programs including Cal Works, Cal-Fresh, Medi-Cal, In-home Supportive Services (IHSS), Adult and Children’s Services, Public Health and Housing. We have a strong leadership team who provide ongoing support for daily operations and assist our employees in reaching their full potential. There are three positions available that can be filled at any level, depending on the qualifications of the successful applicant. This recruitment will be used to fill current vacancies and establish an eligibility list to fill future openings without reposting.


The tentative start date will be September 3, 2024.

What's this Job All About?
In this role you will have the opportunity to perform elementary social services to identify needs for more intensive casework services; carry a caseload of moderately difficult cases; provides casework services of a general tangible nature; and performs other related work as assigned. There are three open positions available-one primarily assigned to the Adult Unit, where you will have the opportunity to administer In-Home Supportive Services and Public Guardian Programs. The other vacancies are situated in the Child Welfare Unit, where you will work with families, delivering case planning, conducting risk assessments, and providing vital support services through various service components.

At the Department of Health and Human Services (DHHS), we work a 37.5 full-time work week, with the option of a flex-schedule. Also, the County is currently exploring remote work options of 1-2 days per week (depending on position) upon completion of probation period. This allows our staff to find a work-life balance that best fits their needs.

Supervision & Examples of Duties

Social Worker I/II: Incumbents in the Social Worker I classification receive direct supervision from a Social Worker Supervisor, or other higher-level supervisor or manager.

Social Worker III : Incumbents in the Social Worker III classification receive general direction from a Social Worker Supervisor or other higher-level supervisor or manager and may act as lead worker to a group of Social Workers or other service employees.

Social Worker IV : Receives supervision from a Social Worker Supervisor II or other higher-level supervisor or manager.

May provide lead direction to lower-level Social Workers or service employees.

Qualifications

Any combination of experience and training that would likely provide the required Knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Social Worker I

Experience: None.

Training: Graduation from a four-year college.

OR

Experience : One (1) year of full-time experience comparable to the Social Service Aide, Eligibility Worker II, or Employment and Training Worker II classification;

OR

Three (3) years of full-time experience comparable to the Vocational Assistant classification;

OR

Two (2) years of full-time experience as a teacher or nurse, or as a counselor in a public or private social service agency.

AND

Training : Successful completion of thirty (30) college semester units, including fifteen (15) units in social welfare, social/human services, sociology, or other social or behavioral science.

Social Worker II

Experience: One (1) year of full-time experience comparable to the Social Worker I classification.

Training : None

OR

Experience: One (1) year of full-time social work casework experience.

AND

Training : Equivalent to graduation from college including thirty (30) units in social welfare, social/human services, sociology, or other behavioral science.

OR

Experience: Two (2) years of full-time social work casework experience.

AND

Training : Successful completion of thirty (30) college semester units in social welfare, social/human services, sociology, or other behavioral science.

Social Worker III

Experience: One (1) year of full-time experience comparable to the Social Worker II classification.

Training : None.

OR

Experience: Two (2) years of full-time experience as a Social Worker in a public or private agency.

AND

Training : Thirty (30) college semester units, including fifteen (15) units in social welfare, social/human services, sociology, or other social or behavioral science behavioral science.

Social Worker IV

Training :

A master's degree in social work, or a master's degree from a two (2) year counseling program (Qualifying master's degrees from a two - year counseling program are those that included an internship or supervised fieldwork (minimum of 900 hours) and completion of approximately 45 semester or 67 quarter units of graduate level courses with emphasis in vocational rehabilitation, family or marriage counseling, gerontology, or a closely related field. Completion of all of the requirements for a Marriage and Family Therapy (MFT) license program may be substituted upon submission of verifying proof.)

License or Certificate (All Levels):

Some positions in this classification may require possession of a valid California driver's License. Employees who drive on County business to carry out job-related duties must possess a valid California driver's license for the class of vehicle driven and meet automobile insurability requirements of the County. Eligibility for employment for those who do not meet this requirement due to disability will be reviewed on a case-by-case basis by the appointing authority.

Other Information (All Levels) :

Some positions may require possession of special language and culture skills as a bona fide qualification's standard. In these cases, candidates must demonstrate that they possess the required skills.

Salary based on a 37.5 work week
Social Worker I: $3,702 - $6,074
Social Worker II: $4,088 - $6,706
Social Worker III: $4,514 - $7,404

Social Worker IV: $4,984 - $8,174

The salary range above consists of 15 steps. Steps 1-6 are annual merit steps with approximately 5% difference between each step, based on successful performance. Steps 7-15 are additional merit steps, requiring 2 years of satisfactory performance at the previous step. Steps 7-14 provide 2.5% increases, while Step 15 offers a 5% increase. The final salary offered will depend on the applicant's experience and qualifications, ranging from steps 1 to 15.

Government agencies accessing US government information, which includes federal tax information must ensure that background investigation requirements for all agency employees and contractors that have access to federal tax information are consistent with the IRS background investigation requirements for access to federal tax information. A background check may be required if the position requires access to these types of records. Background requirements consist of three components which include, fingerprinting, citizenship verification, and local law enforcement checks. State agencies must conduct an investigation during the time of hire and ensure a reinvestigation is conducted 10 years from the date of the previous background investigation for each employee that has access to federal tax information.
