ABOUT THE ROLE

Program Analysts within the Probation Department report to higher-level supervisors or managers of a departmental program or administrative unit and may be responsible for programs, including but not limited to, budget, contracts, grants, internal audit compliance, and specialized programs. Incumbents must possess comprehensive knowledge of Probation Department functions, programs, and services as the position provides consultative services to management on technical, procedural, and conceptual problems or concerns within their specialized areas of expertise.

Program Analysts conduct research, accurately collect and manage data from a variety of sources (e.g., research, literature reviews, surveys, databases, etc.); demonstrate strong analytical skills to identify organizational or procedural issues; develop recommendations that identify strengths and weaknesses of alternative solutions; and provide justified recommendations to address program problems or concerns to upper-level management.

Essential Job Functions

  • Makes recommendations regarding new and existing programs, functions, operational matters, and services
  • Analyzes and evaluates proposed and existing contracts, legislation, and departmental initiatives pertaining to special programs or services
  • Analyzes and makes recommendations regarding departmental budgetary matters
  • Acts as a liaison to internal and external stakeholders of the LA County Probation Department
  • Functions as a technical lead to lower-level clerical staff and contractors
  • Utilizes applicable computer software and applications (i.e. data management software, PowerBI, Excel, etc.)


Requirements

SELECTION REQUIREMENTS

A Bachelor’s degree from an accredited college or university* -AND- one (1) year of experience in a highly responsible staff capacity** analyzing and providing recommendations for the solution of problems of organization, procedure, program, budget, or personnel at the level of Administrative Assistant III or equivalent***.

SPECIAL REQUIREMENT INFORMATION

**Highly responsible capacity is defined as staff experience at the senior level with extensive knowledge of a program related area, processes and procedures, and experience in a specific subject matter to assist and support administration by doing research and making recommendations to administration for the solution of problems of organization, procedure, program, budget, or personnel at the level of Los Angeles County class of Administrative Assistant III or higher.

***In the service of Los Angeles County, at the level of Administrative Assistant III or equivalent is defined as independently analyzing and making recommendations for the solution of management problems spanning the full spectrum of operations, budgetary, financing, and other management problems of a County department without specific instruction, and participating in the implementation of their solution

Qualifying class may include, but are not limited to: Administrative Assistant III, Management Analyst, Principal Departmental Personnel Assistant, Program Manager I, Administrative Intern II, and Staff Assistant III.

No out of class experience will be accepted for this exam.

LICENSE

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS

2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Applicants must achieve a passing score of 70% or higher on Part I - multiple choice test in order to proceed to Part II - training & experience evaluation.

Part II : A Training & Experience Evaluation weighted 25% assessing Professional/Technical Knowledge of Administrative and Operational Procedures and Using Technology.

MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENT(S) ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

APPLICANTS MUST MEET THE SELECTION REQUIREMENTS AND MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED PART IN ORDER TO BE PLACED ON THE ELIGIBLE LIST.

ELIGIBILITY INFORMATION

The names of candidates receiving a passing score in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months.
