Job Description

The City of Santa of Santa Fe Springs Public Works Department is seeking a highly-motivated individual for the position of Principal Civil Engineer PLEASE NOTE: Recruitment is scheduled to close on August 15th at 5pm. Employment Type: Full-time position represented by the City of Santa Fe Springs Management & Confidential Association.

Work Schedule: The Principal Civil Engineer is assigned a 4/10 work schedule (Monday through Thursday) between the hours 7:30 am - 5:30 pm .

POSITION PURPOSE:
Under general direction, performs professional engineering work in the design, investigation, and construction of street and other public works projects; prepares plans and specifications; acts as an engineering project manager or Engineer of Record on assigned projects; serves as a member of the City’s Management Team, and may temporarily assume the duties of the City Engineer during absence.

SUPERVISION RECEIVED:
Receives direction from the Assistant Director of Public Works.

SUPERVISION EXERCISED:
Exercises direct supervision over supervisory, technical, and clerical staff.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

A. Held in Common:

B. Essential Job Specific Duties:
Prepares engineering designs, plans, specifications, costs and quantity estimates of public work projects involving streets, drainage, traffic signals, and other public works projects.Acts as a project engineer; researches applicable codes, regulations, and requirements for assigned project; develops engineering plans and compiles preliminary layout of plans; writes specifications for plans; drafts requests for proposals; coordinates required advertising for bids; advises contractors and construction inspectors during construction.Reviews subdivision master plans, preliminary site plans, and final construction plans for compliance; evaluates impact of proposed development and makes recommendation for improvements; reviews hydrologic and hydraulic analyses.Participates in the development of Department and City engineering standards and policies.
C. Other Job Specific Duties:
Interprets plans and specifications within scope of knowledge for the appropriate design of public works projects.Reviews contract bids; assists the Public Works Director in the coordination and review of consultants; reviews and checks adequacy and accuracy of computations, preliminary layout, and design work from the field.Reviews plans related to structures; checks plans for conformation with regulations; checks calculations. Participates in the initial planning of projects to be proposed and assists in establishing schedules and budgets.Conducts comprehensive studies and develops proposals relative to projected construction of various public works projects; identifies and plans required Capital Improvement Projects for system expansion.Attends meetings and other sessions of various committees as directed by management staff; responds to public or other inquiries relative to engineering policies and procedures on specific projects and other divisional information.Represents the City to various governmental agencies, contractors, and the general public on engineering matters.Designs the necessary modifications and or new construction of public works and street projects within local, state, and federal guidelines.Oversees initial drafting, map preparation, and printing performed by subordinate personnel to assure accuracy and compliance with plan specifications.Monitors progress on assigned projects to assure compliance with designated time and cost schedules for project completion.Performs other related duties as required.

Ability to: Manage engineering projects and staff. Ensure project compliance with appropriate federal, state, and local rules, laws, and regulations. Monitor phases of construction projects and prepare progress reports. Conduct comprehensive engineering studies and develop appropriate recommendations and reports. Develop, review and modify civil engineering plans, designs, and specifications. Perform technical research and solve difficult engineering problems. Prepare and maintain technical civil engineering records and prepare comprehensive reports. Work collaboratively as a member of the City’s Management Team. Make effective public presentations. Communicate effectively verbally and in writing. Work with accuracy and attention to detail. Operate and use modern office equipment. Effectively organize and prioritize assigned work. Establish and maintain effective working relationships with other people.

EDUCATION AND EXPERIENCE:
The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position. A typical way to obtain these would be:
  • Bachelors degree in civil engineering or a related field.
  • Six (6) years of increasingly responsible professional civil engineering experience in public works, including project development and implementation, construction and contract administration, including four (4) years in a responsible supervisory capacity.
  • A valid State of California driver’s license and an acceptable driving record.
  • Certificate of Registration as a professional civil engineer in the State of California.
