Job Description

Job Summary

Responsible for broadband technical support and the delivery of broadband services to local businesses, institutions, and other customers within local, wide, metropolitan, and campus area networks. Provides advanced technical expertise in software defined networking, communications infrastructure standards and best practices, and convergence-based technologies.

Note: This position will be eligible to receive a 2% Cost of Living Adjustment (COLA) effective June 30, 2024.

Representative Duties

Plans, designs, installs, configures, and maintains a large enterprise network consisting of local, wide, metropolitan, campus area and gigabit passive optical networks (LAN, WAN, MAN, CAN, VLAN and GPON).

Studies vendor LAN, WAN, MAN, CAN, VLAN, GPON solutions and makes recommendations regarding various software and hardware solutions that improve the effectiveness of the community broadband network.

Coordinates and oversees broadband services from network support, help desk services, on-site support, internet service, VoIP service, content service and other providers, vendors, and consultants.

Conducts research and analysis to develop new broadband services. Provides technical data and trend analyses to manufacturers to engage collaboration and development of hardware and software products that will meet community broadband goals, objectives, business operations, and customer demand.

Reviews network initiatives and ensures that solutions follow standards and align with the City’s community broadband technology strategies.

Prepares scope-of-works and specifications for communications cabling systems for new buildouts of voice and data communications facilities and equipment for broadband customers.

Configures and maintains network equipment, including routers, switches, optical transport devices, network management appliances, channel service unit/data service unit (CSU/DSU), and patch panels in the community broadband network.

Monitors and troubleshoots network performance and software applications to identify potential bottlenecks and to resolve problems.

Assists in the design, implementation, and configuration of municipal fiber optic network conduit, cabling, and equipment.

Ensures enterprise-wide security of the network and addresses appropriate recovery and redundancy issues. Configures security and access to resources on the community broadband network.

Supports the construction, implementation, and maintenance of broadband assets and infrastructure.

Adds and maintains customer and vendor technical specifications in the CRM system.

Assists in developing and implementing best-practice networking standards, configurations, documentation, and procedures for broadband services, including policies and procedures for network administration, usage, and disaster recovery.

Creates and maintains documentation related to network configuration, network mapping and processes, service records, and inventory of communication equipment and fiber optic assets.

Analyzes and resolves end-user voice and data communication problems that originate from the Network Operations Center and help desk. Provides technical guidance and assistance, as necessary.

Serves as the project manager, collaborating with various internal and external customers (e.g., City staff, outside agencies, businesses, and service providers), for network development projects involving voice, video, and data for the community broadband network.

Negotiates with vendors on pricing and terms and conditions for broadband networking infrastructure and related solutions. Develops corrective action and resolutions with vendors, which may include vendor support for installing upgrades or patches and configuring and optimizing network hardware, software, and communication links.
Performs other related duties as assigned.

Requirements

Knowledge of:

Planning, design, installation, maintenance and operation of (LAN, WAN, MAN, CAN, VLAN, GPON) network equipment and operating systems.

Principles and practices of broadband telecommunications

Principles and techniques of project management

Server network operating systems

Windows desktop operating systems

Working technical knowledge of current network hardware, protocols, and standards, including Ethernet, the 7 layers of the Open Systems Interconnection (OSI) model, Internet Protocol (IP) addressing, network infrastructure services including Domain Name Service (DNS), Windows Internet Name Service (WINS), Dynamic Host Configuration Protocol(DHCP), Virtual Local Area Network (VLAN), Virtual Private Network (VPN), Pre-boot Execution Environment (PXE), Wake-On-LAN (WOL) and Voice over Internet Protocol (VoIP)

Standards of and best practices in network security

Fiber-optic, copper media and implementation of structured communications cabling system (SCCS) using available and next generation technologies

Network transport solutions using Digital Subscriber Line (DSL), Broadband Cable, GigE, Sonet, Dense Wavelength Division Multiplexing (DWDM), Gigabit Passive Optical Networks (GPONs), and Software Defined Networks (SDNs)

Applicable data privacy laws and practices

Effective customer service techniques

Skill in:

Project management

Using a personal computer and applicable software applications, including GIS applications

Ability to:

Plan, design, implement, operate, administer and maintain local, wide, metropolitan, campus area and gigabit passive optical networks

Manage network security and network node management systems

Organize and implement outside plant projects in the public-right-of-way, from design to final restoration, including drawings, bidding, noticing, job-site monitoring, acceptance and documentation

Determine cost effective methods to implement technologies throughout the City’s community broadband network

Develop and support complex automated information systems, including SaaS platforms and GIS network documentation software

Read and interpret digital and paper engineering drawings, schematics, and maps

Analyze complex problems, identify alternatives, and develop sound solutions

Manage multiple assignments and time sensitive situations effectively

Work independently and exercise independent judgment

Communicate clearly and effectively, both orally and in writing

Establish and maintain cooperative and effective working relationships with a variety of individuals, businesses, agencies, City employees and the general public

Provide effective customer service
REQUIREMENTS

Education:Graduation from an accredited college or university with a bachelor’s degree in information systems, business, computer science, engineering, or closely related field.

Experience: Three years of recent, paid work experience providing broadband or telecommunications technical support to enterprise customers and installing and maintaining local and wide area networks running voice, video, and data applications over Ethernet, DWDM, and fiber optic technologies.

Licenses and Certificates:

Possession of a valid Class C driver license.

Possession of valid Cisco Networking (CCNA or CCNE) Certification within six months of hire.

Possession of valid Microsoft (MCSA, MCSE) Certification is desirable.
