PRINCIPAL HOUSING PROGRAM ANALYST

(Spanish Bilingual Preferred)

The City of Concord is currently seeking to fill a Principal Housing Program Analyst position in the Housing Division of the Community Development Department.

What you will be doing:
The Principal Housing Program Analyst will be responsible for implementing the City’s Residential Tenant Protection Program Ordinance, including management of the Rent Stabilization, Rent Registry, and Just Cause for Eviction regulations by responding to public inquiries regarding the Ordinance and petitions; providing the public with Ordinance information and resources; providing referrals to contracted housing counseling agencies; and participating in outreach and education regarding the Ordinance. This includes creating and disseminating of materials, conducting public workshops and trainings, providing support for Hearing Officer requests, tracking and analyzing data, developing recommendations on modifying tenant protection housing policies and regulations, and preparing or editing of reports. In addition, the Principal Housing Program Analyst will be supervising administrative staff.

We are looking for someone who:
  • Has proven experience in interpreting and applying local, state, and federal housing legislation, policies, procedures, and regulations.
  • Is analytical and has experience using Excel spreadsheets and other database software to track and analyze multiple sources of data to create concise and meaningful reports. Knowledge of and experience with 3Di’s rent registry software platform is highly desirable.
  • Has the ability to work in a high-volume environment while managing multiple projects.
  • Can effectively engage and build relationships with local nonprofits and community service agencies and thrives on achieving successful partnerships.
  • Has supervisory and housing program implementation experience.
  • Has knowledge of budget accounting and performance measurement techniques, including revenue tracking and collections management.
  • Possesses exceptional oral and written communication skills, including active listening skills, clear articulation, confidence in making public presentations, and the ability to adapt communication style when engaging with the public, community stakeholders, developers, and elected officials.
  • Is customer service oriented, conducts themselves with a high degree of professionalism, and can be entrusted with a significant amount of autonomy.

SELECTION PROCESS

2. All qualified applications and supplemental responses will be competitively evaluated, and those candidates demonstrating the strongest qualifications for the position will be invited to participate in a panel interview. 3. Candidates that pass the panel interview will be placed on the hiring list, based on rank, for further consideration to fill the current vacancy, and other vacancies that may occur over the next 12 months.

Qualifications

Knowledge and Abilities

Working knowledge of public administration and administrative procedures of the Federal Housing and Community Development Act; of federal, state and local regulations pertaining to housing development, tax exempt bond financing, and market and subsidizing housing; of construction techniques, practices and procedures; of effective techniques for soliciting community interests.

Ability to collect, analyze information and make recommendations; to interpret and apply applicable rules, regulations and procedures; to make effective public presentations; to prepare written budget input; to effectively communicate clearly and concisely, orally and in writing; work effectively within a team environment and establish and maintain cooperative working relationships; perceive responsibilities within the context of citywide goals and objectives and to approach assignments with a customer orientation. The ability to speak and write fluently in Spanish is preferred.

Knowledge and Abilities
Working knowledge of the principles and methods of public and business administration, including organization and fiscal management, contract monitoring, and research methodology. Ability to effectively collect and analyze information, and to draw valid conclusions; to understand, interpret and apply applicable rules, regulations and procedures; to summarize facts and recommendations accurately, to prepare clear and concise written reports, to make effective public presentations; to understand and carry out oral and written instructions; and to establish and maintain cooperative relationships with those contacted in the course of work.

Education: Possession of a Bachelor's Degree in Public Administration or related curriculum.

Experience: Two years of related professional level experience. Experience in assigned program area is preferred.
