DEFINITION:
Assists in planning, conducting, coordinating, evaluating and maintaining a comprehensive occupational, environmental, and automotive safety program in a large department.

Essential Job Functions

  • Conducts field inspections to ensure that workplace safety practices are in place, to monitor the condition of equipment, and to assist in training staff on the correct usage of commonly used personal protective equipment.
  • In the absence of the Safety Officer, represents the Department at meetings conducted by the County and other agencies such as Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Centers for Medicare and Medicaid Services (CMS), California Occupational Safety and Health Administration (Cal/OSHA), California Department of Public Health (CDPH).
  • Assists in or may conduct training sessions in Work Place Violence Prevention, Respiratory Protection, Hearing Conservation, Asbestos, Confined Space, Hazard Communication, ergonomics, lead, indoor air quality, and other Departmental Safety Training Programs.
  • Assists in maintaining and verifying statistical records, writing reports utilizing spreadsheet and database software and preparing correspondence.
  • Under the direction of a Safety Officer, conducts work site and field monitoring inspections using air, sound, and other monitoring devices as needed.
  • Assists field supervisors in developing workplace safety procedures and makes recommendations for the correction of unsafe conditions and practices.
  • Assists in conducting industrial, automotive, and other safety training programs necessary to protect employee health and safety.
  • Investigates and prepares reports on industrial and automotive accidents and makes recommendations for their prevention.
  • Conducts regulatory and agency research in order to assist in the development of departmental safety directives, standards, and instructions.
  • Assists in the planning and implementation of the Department's Illness and Injury Prevention Program (IIPP).
  • Evaluates and/or monitors the ability of employees to operate motor vehicles safely.
  • Assists in or may conduct training sessions in Respiratory Protection, Hearing Conservation, Asbestos, Confined Space, Hazard Communication, ergonomics, lead, indoor air quality, and other Departmental Safety Training Programs.


Requirements

MINIMUM REQUIREMENTS:

TRAINING AND EXPERIENCE:

OPTION I :

A Bachelor's degreefrom an accredited college or university with a specialization in Safety, Safety Engineering, Environmental Health and Safety, Industrial Hygiene, physics, biology, chemistry or a closely related field.*

-OR-

OPTION II :

Three (3) years of college courses completed in Safety, Safety Engineering, Environmental Health and Safety, Industrial Hygiene, physics, biology, chemistry or a closely related field* -AND- One (1) year of experience in a safety program**.

-OR-

OPTION III :

Two (2) years of college courses completed or an Associate’s degree from an accredited college or university with a specialization in Safety, Safety Engineering, Environmental Health and Safety, Industrial Hygiene, physics, biology, chemistry or a closely related field* -AND- Two (2) years’ experience in a safety program**.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS III - Moderate:

This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

UNIT/EXPERIENCE SUBSTITUTION: The interpretation for substitution of a college degree is applicants who have additional years of experience, may substitute up to two (2) years of education.

30 semester/ 45 quarter hours = 1 year of college

60 semester/ 90 quarter hours = 2 years of college

**For this exam, safety program experience is defined as assisting in planning, conducting, coordinating, evaluating, or maintaining a comprehensive occupational, environmental safety program.

DESIRABLE QUALIFICATION:
Additional credit will be given to applicants who possess the following Desirable Qualification:
  • Additional years of safety program** experience in excess of the Minimum Requirements.

EXAMINATION CONTENT
This examination will consist of an evaluation of experience and education based upon application information, desirable qualifications and supplemental questionnaire, weighted 100%.

Candidates must achieve a passing score of 70% or higher on each weighted part of this examination in order to be placed on the eligible register.

ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
