The Sr. Treasury Analyst will assist the Debt Manager by providing complex financial analysis in support of long-term debt financings and related and other financial analysis initiatives in support the capital needs of a variety of city departments. This includes development and analysis of complex, multiple input revenue modeling, forecasting, and capital project cashflow analysis and the evaluation of financial aspects of economic development deals and incentive programs.

Minimum Qualifications:
  • Bachelor’s degree from an accredited college or university with major course work in accounting, economics, public administration, business administration, human resources or related field
  • Four years of experience in tax assessment/collection, managing cash and/or debt, and related financial tasks, with at least one year of administrative experience and/or lead supervisory experience

Preferred Qualifications:
  • Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
  • Certified Public Accountant credential
  • Certified Corporate Financial Planning & Analysis credential
  • Two or more years of experience working with a state or local (city or county) government in budget/financial management and research analysis or related experience
  • Experience with PeopleSoft ERP system
  • Advanced level of proficiency in Microsoft Excel or other spreadsheet-based applications
  • Knowledge of Government Accounting Standards Board pronouncements, standards, and guidance
  • Previous work experience in public finance sector

The Sr. Treasury Analyst job responsibilities include:
  • Collect, monitor, and analyze financial information associated with complex economic development and tourism related projects, utility, and general government operations
  • Conduct in-depth financial analysis to assess the City’s financial performance, including revenue and expenditure trends, budget variances, and cost-benefit analyses
  • Develop and maintain financial models and reports to support financial projections and executive management strategic decisions
  • Assist with the day to day administration of the City’s 2.5+ billion dollars in outstanding long-term debt (general bonded debt, certificates of obligation, tax anticipation notes, revenue bonds, etc.)
  • Collaborate with the Finance team to develop long-term financial plans and strategies that align with the City’s objectives
  • Support the day to day operating and capital financing aspects of the City’s Capital Public Improvement Districts
  • Attend meetings and functions with executive leadership, rating agencies, and other internal and external professionals, consultants, and stakeholders
  • Participate in special financial projects, such as capital investment analysis, economic impact assessments, and financial feasibility studies.
