OVERVIEW

Position Overview

Under supervision performs manual labor to maintain, improve and protect Kitsap County parks, grounds, events and recreation facilities.

Please note:
The full wage scale of $20.55 - $29.04 has been posted, however, the anticipated starting wage will be $22.68 - $29.04.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

Required Education and Experience
  • Six (6) months of manual labor, grounds maintenance or building maintenance experience.
Preferred Education and Experience
  • One (1) year of manual labor, grounds maintenance, events or building maintenance experience.
  • Experience working in federal, state or county parks.
  • Six (6) months experience in customer service.
Driving Requirements
  • The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
    • Category 1: Driver operates County-owned vehicle.
Required Licenses, Certificates, Examinations/Tests and Other Requirements
Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.

Prior to employment, the successful candidate must:
  • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
  • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
  • Be 18 years of age.
  • Authorize and complete a criminal background check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.
  • Pass a medical/physical evaluation, including audiometric testing, conducted in accordance with WAC 296-817-400.
  • Pass driving abstract evaluation.
Within twelve months of employment:
  • CPR and First Aide
  • Defensive Driving Training Certificate
  • Equipment Operation Certifications (specific equipment based on location and/or area of assignment). County will provide training.
  • Completion of required training courses (i.e., LOTO, MSDS, CESL, First Aid/CPR). County will provide training.
Knowledge/Skills/Abilities (May vary by position)
  • Knowledge of general purpose tools, materials/chemicals and basic construction trades.
  • Knowledge of safety and security precautions necessary and applicable in area of assignment
  • Knowledge of ordinary lawn maintenance tools and equipment
  • Skill in effective communication, both oral and written, sufficient to exchange or convey information, and to receive work direction
  • Skill in customer service techniques
  • Basic computer skills required to enter and extract information from automated systems and related software applications
  • Skill in the operation of automotive vehicles and equipment requiring less than a commercial drivers' license
  • Skill using two-way radios and/or traffic control techniques
  • Skill in the safe handling and proper disposal of general purpose cleaning chemicals
  • Skill in working with a variety of individuals from diverse backgrounds
  • Skill in establishing and maintaining effective working relationships Ability to work and stand outdoors for extended periods, under unfavorable weather conditions.

  • Ability to learn and operate assigned equipment skillfully, safely and in conformance with applicable laws or regulations.

Examples of Duties (May vary by position)
  • Serves as a Parks front-line point of contact to the public when working in the field
  • Maintains work orders and assigned tasks in computer-based maintenance management software program
  • Tracks and records daily activities such as work performed, labor hours, materials, and related information
  • Communicates in an effective and professional manner with supervisors, co-workers, partners, event hosts and facility renters, and the general public
  • Takes a sense of pride in job performance
  • Embraces working in a team environment
Parks and Grounds Maintenance
  • Performs landscaping, grounds, and other vegetation maintenance - duties may include mowing, line trimming, pruning, hedging, brush removal, raking, etc.
  • Operates small and large equipment such as riding and push mowers, line trimmers, backpack blowers, hedgers, chainsaws, golf carts, tractors, back hoes, dump and equipment trailers, dump trucks, forklifts, bucket truck, chippers, etc.
  • Use hand tools such as loppers, saws, pruners, shovels, rakes, etc.
  • Performs repairs to irrigation systems such as replacing broken supply lines and irrigation heads
  • Maintains artificial and natural turf athletic fields, sport courts, playgrounds, picnic shelters, skate parks, and other recreational and support facilities
  • Performs graffiti mitigation and vandalism repairs
Facility Maintenance
  • Performs cleaning and custodial activities in park restrooms, community buildings, fairground barns, rental buildings, and other recreational facilities
  • Performs basic repairs to facilities - duties may include minor plumbing, carpentry, electrical, painting, concrete work, etc.
  • Inspects facilities for proper function and reports known safety concerns
  • Performs graffiti mitigation and vandalism repairs

Vacation Leave
New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

Upon completion of 3 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)
Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
