Education and Experience : Candidate must have a Bachelor’s degree or higher in Social or Behavioral Science, Business or Public Administration or related field, and four (4) years professional experience in classification and compensation, including three (3) years in a lead or supervisory capacity.

Licenses and Certificates : Texas Class “C” Driver’s License or equivalent from another state. Certified Compensation Professional (CCP) and/or Certified Executive Compensation Professional (CECP) preferred.

General Purpose

Under general direction, manage, plan, and coordinate t he classification and compensation functions of the City.

Typical Duties

Manage, plan, direct and review classification and compensation functions of the City. Involves: Manage the development, implementation and administration of compensation programs. Design solutions to specific compensation-related programs and incentive plans. Monitor the effectiveness of existing compensation practices and recommend changes that are cost-effective and consistent with compensation trends and organization objectives. Conduct workforce planning and position management and provide strategic planning. Conduct classification studies, including job analysis, desk audits, salary surveys, and development and preparation of job descriptions. Recommend compensation levels for positions, position allocations and prepare appropriate pay notifications. Provide recommendations to management, departments, and staff on pay decisions, policy interpretations and job evaluations. Conduct pay equity analysis, exemption analysis, and make recommendations for changes. Manage the job evaluation process and review new or existing roles for alignment within salary structure and pay fairness. Model compensation data, develop reports and key metrics to support strategic goals. Perform analysis, modeling, calculations and other data requests. Research compensation best practices to propose and improve compensation practices based on organizational needs, cost projections, and statistical analysis. Manage special projects on a variety of compensation programs, policies and related matters. Lead organizational-wide change initiatives.

Oversee the participation in salary surveys and monitor salary survey data to ensure the organization’s compensation goals and objectives are achieved. Involves: Develop techniques for compiling, preparing and presenting data. Design or modify job and survey questionnaires. Manage survey participation and compensation benchmarking tools. Manage the design, development, and maintenance of compensation related data such as job codes, salary structures, and position codes. Conduct audits to maintain integrity of the data and ensure compensation needs are met. Study organization charts and other job information.

Ensure compliance with federal, state and local compensation laws and regulations. Involves: Analyze the City's compensation plan to determine compliance with established charter and ordinances, and state and federal regulations. Serve as point of contact and subject matter expert for compensation concerns within the organization. Collaborate with hiring managers, departments and the City Attorney’s Office on compensation related matters and issues. Write or edit specifications, apply job classification and evaluation plans, and determine occupational categories for regulatory compliance. Recommend approval or disapproval of working out of class requests, provisional appointments, and developmental assignments. Oversee and ensure that all compensation analysis activities, individual pay adjustments, hiring offers and personnel contracts adherence to standard practices. Calculate cost estimates of short-and-long term budget effects of pay schedule alternatives and collective bargaining economic proposals, and make recommendations. Analyze and consult with departments on complex issues such as organization and job design, occupational career progressions and capabilities required, pay equity and compression, and performance rewards and recognition. Analyze positions to assure proper allocation of positions to classification. Provide technical assistance on matters concerning classification and work organization. Plan and conduct occupational research to establish succession planning.

Represent department and provide technical guidance on issues. Involves: Remain up-to-date on changes, and advise department heads and others regarding applicable rules, regulations, ordinances, state and federal laws, and professionally accepted practices and procedures. Review, research and recommend innovations for existing or proposed plans, policies and processes to improve program effectiveness and service efficiency, and implement approved changes in conjunction with other human resources divisions. Respond to information requests by participating in special studies and preparation of comprehensive analytical reports. Attend and present at Civil Service Commission, City Council, professional association and other meetings, as required.

Perform division general and fiscal administration. Involves: Participate in setting performance goals and priorities that contribute to departmental mission. Provide recommendations for department budget and control expenditures. Plan, develop, implement and administer components of information systems to establish and maintain timely and accurate reporting. Design databases and partner with information technology staff and outside consultants and vendors to provide access to applicable databases and end user training.

Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
